A sip and taste of Spain comes to 13th St. as dynamic duo grows Midtown Village vision

Marcie Turney and Valerie Safran have just expanded their empire on 13th St. in Midtown Village with the opening of Jamonera, a Spanish tapas bar, this past Sunday. Jamonera, located between Chestnut and Sansom Sts., will serve small and medium-sized plates, wines, and sherries, inspired by the duo's recent travel to Southern Spain. The restaurant will be open for dinner and post-dinner patrons.  

The opening of Jamonera at 105 S. 13th St. solidifies Turney and Safran's imprint on the entire block. They began with a home and gift store called Open House at 107 S. 13th back in 2002. Since then, their passion for the street and Midtown Village has gushed forward with the opening of five other stores and restaurants. At 101, there's Grocery market and catering, while 106 houses Lolita, a Mexican dining option. 108 is home to Verde, a jewelry and gift shop, while 110 finds Barbuzzo, a Mediterranean bar.

Jamonera offers a wealth of culinary options, with all the flair you'd expect from Spain. "Guests can expect to enjoy banderillas of olives, boquerones and guindilla peppers, and crispy calasparra rice with heirloom pumpkin," says Valerie Safran. Other menu items include lamb skewers and cucina. Safran says the tapas plates run from $4 to $36, and are all meant to be shared. 

While the food options are sure to elicit salivation, the drink options are equally impressive. "We've selected a group of wines that we believe are the best expression of Spain's terroir, with earthy reds and bright, crisp whites ideally suited to sipping alongside the varied flavors of the food," describes Safran. Along with the wines, Jamonera serves an enviable selection of sherries.

Both Safran and Turney bemoan the former lack of a genuine tapas restaurant in Midtown Village. They highlight the rich flavors and relaxed atmosphere that accompany tapas restaurants. To best mimic the vibe of a Spanish tapas bar, the entrepreneurs teamed up with Urban Space Development. Together, they decided to festoon the tapas bar with Rioja-colored wood and reddish lighting. They also installed old-fashioned mirrors and intricate wood chandeliers.

The owners are proud of all the work they've done for their block of 13th St. "We love that we've helped transform 13th Street into a destination for the city," says Safran. She points out that the neighborhood was deemed far from appealing by many when she and her business partner opened their first business, but has come a long way. The entrepreneurs' love of their street is palpable on-line as well, where they run a website called "We love 13th Street," which helps link their panoply of stores and restaurants.

New pavilion at Franklin Square to help people weather elements, celebrate and learn

Have you ever been strolling one of Center City's five squares on a frigid winter's day or a sweltering summer's day and suddenly had an urge for air conditioning or heat? If so, the group in charge of Franklin Square may have heard you. Historic Philadelphia Incorporated (HPI), which maintains Franklin Square, just broke ground on a pavilion that will provide protection from the elements and offer heat and air conditioning. The pavilion could be open as soon as New Year's Eve, depending on -- what else -- the weather. 

Cari Feiler Bender, who has been responsible for communications for Franklin Square since 2004, says the pavilion will be relatively small at 36 ft. by 36 ft. It will serve a variety of purposes, many of which are connected to it being indoors. First of all, the building will serve as a respite from extreme temperatures, rain, snow, and sleet. It will also act as "a flexible event space," says Bender. This could include presentations from historical re-enactors dressed as Ben Franklin or Betsy Ross as part of "Once Upon a Nation." HPI will provide audio and light hook-up, along with tables and chairs. 

The pavilion will also likely be available for birthday parties, wedding receptions, and other fetes. Bender elaborates by saying Stephen Starr would be a likely candidate to cater events in the pavilion. Starr has run SquareBurger in the park since 2009, which is the only permanent eating establishment inside any of the city's original five squares. Recognizing that not every birthday or wedding will be celebrated on a sunny 70-degree day, Bender emphasizes that this pavilion will accommodate year-round occasions. 

The construction of the pavilion will entail minimal disruption to the square's flora. Bender says there are a few large trees in the vicinity of the building site. "None of them will be removed or altered," says Bender. She reminds people that, while HPI takes care of Franklin Square, the city's Department of Parks and Recreation owns Franklin Square. The last thing Parks and Recreation would want to do is hew any trees. 

This pavilion will likely serve to further set Franklin Square apart from its peer parks in Philadelphia. In addition to SquareBurger, it already lays claim to a carousel, miniature golf course, and a memorial to deceased police officers and firefighters. All this for a square that many thought was left for dead just a decade ago.

SEPTA's bus fleet to become more eco-friendly thanks to two grants

Despite a budget shortfall, SEPTA will be able to resume purchasing hybrid diesel-electric buses thanks to two grants from the US Department of Transportation. For the first time ever, SEPTA will purchase hybrid 60-foot accordion buses, which are the longest buses in the system. SEPTA’s current assortment of hybrid buses is about 30 percent more fuel efficient than equivalent clean diesel buses.

SEPTA is the beneficiary of $15 million in federal funds to cover the difference in cost between hybrid and clean diesel 60-foot buses. Luther Diggs, who’s in charge of operations at SEPTA, says it will stretch out the acquisition of these longer buses over four years, with the first year’s purchase entirely hybrid. Over the four years, SEPTA will be replacing 155 longer buses, with an option for 65 more. The percent of these that are hybrid will depend on how much more grant money becomes available. 

This opens the possibility that additional bus routes might see these longer buses. "We have some additional need for 60-foot buses," confirms Diggs. He suggests that the Route 47 bus, which was the subject of the failed skip-stop pilot and more successful attempts to speed it up, might end up seeing longer buses. Also, he hints that the extremely well-traveled Route 17 bus, which runs up and down 19th and 20th Sts. in South Philadelphia and across Center City, might be another new candidate for the 60-footers.

Shortly after the $15 million grant was announced, the Federal Transit Administration (FTA) announced another grant of $5 million to pay for additional hybrid 40-foot buses, the most prevalent of SEPTA's fleet. This is welcome news for many local environmentalists, who earlier this year were dismayed to hear that funding difficulties meant SEPTA would cease acquiring standard-size hybrid buses. According to Diggs, SEPTA will resume purchasing these hybrid buses in 2013, and only purchase hybrid 40-foot buses in 2014. 

Diggs is convinced that hybrid buses represent the most financially sensible way for SEPTA to green its bus fleet. Diggs says SEPTA did examine running buses using compressed natural gas (CNG) in the mid-1990s. However, hybrid buses were ruled more effective than their CNG counterparts because of "infrastructure, residential neighborhoods, and cost," says Diggs. While some transit agencies in California and Texas use CNG, there are legitimate concerns about the cost of putting in CNG infrastructure and the health risks associated with natural gas.

Luxury apartments on forsaken block of Chestnut St. are filling up fast

After going on the market just four months ago, The Commonwealth luxury apartments at 12th and Chestnut Streets are rapidly being leased. In fact, three quarters of the apartments have now been signed for. This is despite its location on a stretch of Chestnut St that is known for abandoned storefronts, discount retail, and a constant feeling of being in the shadow of Walnut Street. Just a couple of weeks ago, a building smoldered at 12th and Chestnut.

Undeterred, SSH Realty is proud of what's been done with the old Commonwealth Title and Trust Building, which was built at the intersection of 12th St. in 1902. Carol Sano, the Senior Vice President of SSH's residential division, is in charge of the leasing push at the Commonwealth. She says the age of the building is a great thing for residents, since the "physical construction lends to what people call a quiet building." Sano says the building retains its old marble structure, which is useful to dull noise in an area that hears the din of ambulances heading to Jefferson Hospital.

One walk inside an apartment, and it's clear that luxury is not dead on Chestnut St. Apartments feature granite countertops, stainless steel appliances, capacious rooms, double paned windows, and hardwood floors. The lobby has an art deco theme, and denizens can use a state-of-the-art fitness facility. For the peace-of-mind of residents, there is a security guard stationed in the lobby 24 hours a day.

The Commonwealth is 15 stories tall, and features apartments that range in size from 524 to 1,065 feet. There are a mixture of one and two-bedroom and one and two-bathroom apartments. Despite what some people think about Chestnut St., Sano points to convenience and location as the Commonwealth's two greatest attributes. She boasts that the apartments are in close walking distance to Jefferson Hospital, universities, and SEPTA's Market East Station. In addition, Sano points to the Avenue of the Arts, bistros, and "funky boutiques" as also being within convenient ambling distance.

While the luxurious features and convenient location of The Commonwealth are two perks, Sano says the community within is what makes it such a nice place to live. Residents hail from across the country and throughout the world, and consist of medical students at Jefferson and young professionals who work in nearby office buildings. A recent trip to The Commonwealth found a nice camaraderie between residents, their dogs, building security, and management.

City and SEPTA find it�s not so easy to speed up a South Philly bus route

Philadelphia’s Mayor’s Office of Transportation and Utilities (MOTU) and SEPTA have completed a six-month pilot of skip-stop service on the Route 47 bus between South Philadelphia and Center City. They were hoping to speed buses up by having them stop for passengers every other block, instead of stopping at every block. However, supporters did not see the time savings they were hoping for, and in fact found some buses ran more slowly. As a result, they have re-established the bus stops that were taken away. 

Six months ago, the city and SEPTA were dreaming about allowing the Route 47 bus to run seven or more minutes faster, which would enable a bus to make an extra run. Fast forward to the pilot, and the reality was a bus that ran almost two minutes quicker at the most, according to Ariel Ben-Amos, a planner in the MOTU. This was on the northbound side, which saw more time savings than the southbound side. Unexpectedly, southbound service was 1 minute, 12 seconds slower during the afternoon rush hour with the skip-stop service, says Ben-Amos. At other times of the day, the removal of stops only sped the southbound bus up by about a minute.

The Office of Transportation and Utilities has a few explanations for why the service alteration didn't work as well as expected. The Route 47 traverses a "very dense neighborhood with lots of blocks we have to stop at because of stop signs," recognizes Ben-Amos. The planner also blames seemingly omnipresent utility work, which delayed the route by forcing buses to detour. Ben-Amos elaborates by saying there was a detour along the route at some time about every other day.

Another factor to the reversal on the Route 47 pilot was changing rider and community group reactions. Ben-Amos says that some riders noticed a faster trip on their bus, but others did not. This dampened rider support for the pilot. At the beginning of the pilot, there was weighty support from community groups along the bus route. However, at least one civic association expressed skepticism about the removal of a few stops later during the pilot.

Stop consolidation was a major part of the city and SEPTA’s test, but it wasn’'t the only change in service. They also decided to depart buses every six minutes from their terminus at Oregon Ave.'s Whitman Plaza, regardless of what time it was. This change is also being done away with. However, other elements of the pilot are being retained, such as the change in trash collection times to avoid delaying buses during rush hour, backdoor loading at 8th and Market Sts. during the afternoon rush period, and the moving of the 8th and Walnut Sts. stop to the far side of the intersection. 

Another component that will be retained is the newfound cooperation between the city and SEPTA. For decades, it looked like city transportation officials and SEPTA couldn’t get on the same page. Ben-Amos says he’s especially happy that this has changed. This cooperation will again be on display as the city and the Authority work on traffic signal priority for select bus and trolley routes.

Greater Philadelphia on pace to shatter record for multifamily building sales

While the stagnant economy is hurting sales in many industries, it is likely contributing to a bonanza in multifamily building sales in the Philadelphia area this year. In fact, hopeful landlords seem to be gobbling up buildings to rent them as apartments or sell them as condominiums. This is evident both in Philadelphia and its suburbs.

According to Christine Espenshade, senior vice president for capital markets at Jones Lang LaSalle Realty, 2011 multifamily sales have already set a record in the Delaware Valley, with a couple of months left in the year. Espenshade reports that sales have already hit $410 million. Yet, with two months remaining in the year, she predicts sales will touch $500 million. Compared to these figures, the $150 million in multifamily sales in 2010 seems downright paltry.

There are a number of explanations for this explosion in multifamily sales. Espenshade cites a durable growth of rent in the Philadelphia-area, a glut of new supply of apartments and condos, and an educated buyer’s market. Additionally, “With the availability of financing to purchase assets through Fannie Mae and Freddie Mac, investors can borrow sufficient capital for good, long term investments,” says the senior vice president. Finally, one of the more sobering explanations is that more Philadelphians are renting because they can no longer afford to own a house.

Philadelphia’s recent uptick in population bodes well for multifamily sales in the city. Espenshade confirms that a growing number of people are looking to rent apartments or purchase condos in the city because of its retail scene, colleges and universities, and varied employment market. However, this exponential growth isn’t limited to the city. Interestingly, Jones Lang LaSalle says there have more multifamily purchases in the suburbs. A possible reason for this is the sheer size of the Philadelphia Metropolitan Statistical Area (MSA), which includes Camden and Wilmington.

The forecast for multifamily sales remains strong for 2012. Espenshade says rents will continue to rise next year, which should make multifamily investing more profitable. She also sees both private and institutional entities rushing to become involved in the multifamily market next year, which would be a repeat of this year. Most importantly, without any strong signs of economic improvement next year, more and more people likely won’t be able to afford to buy their own home.

Friends of Seger Park Playground uses $500K from city to become more kid-friendly

The Friends of Seger Park Playground have been feverishly looking for funds to make their park at 11th and Lombard Sts. a destination for Center City and South Philadelphia children. They’re looking to improve their play equipment and install a sprayground, both of which cost a handsome amount of money.

It looks like the playground will be able to move forward with its first phase of improvements, thanks to a $500,000 grant from the city. This is in addition to a $50,000 donation from Jefferson Hospital. Adrienne Kenton, co-president of the Friends of Seger Park Playground, predicts construction will commence during the summer of 2012. In the words of Kenton, one of the biggest changes will be that all of the play equipment will be moved into one area on the 11th St. side. This would include a “dedicated tot lot,” says Kenton, which would be tailor-made for kids who are "barely crawling."

The second component of the Friends of Seger’s dream is the repair of a water sprayground that currently doesn't work. The playground held a competition to create a design for the sprayground, which was won by six designers from Kansas. The victorious design is called Fluid Scape, and includes two walls, a bench, and over a dozen water jets. This is meant to be a complement to the other playground equipment for children. Regrettably, the Friends are still $350,000 short in their quest to raise enough cash for the sprayground. Kenton assures that she and her cohorts are busy trying to identify sources of funding.

Kenton underscores why it's so important that Seger Playground be amenable to children. "So many families are opting to stay in Center City," says the co-president. Indeed, Center City is seeing a noticeable amount of young families who want to raise children in the city. This, coupled with parents rearing young children a few blocks south in South Philadelphia, should ensure plenty of use for the renovated playground. Right now, the only thing sitting in the way is $350,000.

Rittenhouse-area parking spot sees coffee instead of cars for Park(ing) Day Philadelphia

SMP Architects helped transform a parking spot on the 1600 block of Walnut St into a coffee garden, just one of over 30 parking spots in Philadelphia transformed into parks for the fourth annual Park(ing) Day. Indeed, the aroma of coffee penetrated the air around 16th and Walnut, all to generate awareness of the perceived negative impact of cars on a city.

SMP certainly demonstrated its commitment to Park(ing) Day, as they had their display percolating from 8:30 a.m. until at least 3:30 p.m., says architect Scott Ritchie. To be sure, the coffee theme was a unique one on this day. “Ground is essential to a city, so we collected coffee grounds from local shops,” said Ritchie, who was eager to explain his firm’s eclectic choice. All told, the spot contained scores of cups filled with coffee grounds from area coffee shops.

Ritchie explained that his firm pounced at the chance to participate in Park(ing) Day because of its history of sustainable design. “We want to be a part of the dialogue that makes the city greener,” says Ritchie. When asked about the primary benefits of the day, the architect mentioned discussion about pedestrian conditions, as well as the effect of autos on a city.

By far, most of the one-day parks were located in Center City, although University City, Mount Airy, Manayunk, and North Philadelphia all had participating spots. Organizations that came out for the day included city and regional planning agencies, other city government bodies, architecture and design firms, alternative transportation advocacy groups, and community development corporations.

Park(ing) Day began in San Francisco back in 2005, the brainchild of an art and design firm called Rebar. It has blossomed into a worldwide phenomenon, with events in 183 cities spanning six continents. In the U.S., cities that saw parks temporarily sprout up included Memphis, New Orleans, Raleigh, and Salt Lake City.

Of course, there was no tally of how many angry drivers inched by the newly formed parks. At the 1600 Walnut St. park, Ritchie saw a few miffed motorists. However, putting it in perspective, Ritchie says it was a negligible impact for one day -- a day set aside for those not driving in downtown areas.

Still hope for City Council passage of zoning code re-write by year's end

Philadelphia’s Zoning Code Commission unveiled a new timeline that they hope will lead to a modernized zoning code during a six-hour public hearing in front of City Council. The public certainly got to weigh in, as 40 different people signed up to testify, split into thirteen panels of three or more people at a time.

The barrage of public comment not withstanding, the Zoning Code Commission (ZCC) announced its strong desire to pass a new zoning code in City Council by the end of the year. Perhaps no one is more eager to see a new zoning code before the year’s end than Eva Gladstein, the Executive Director of the ZCC. Gladstein is cautiously optimistic about the odds of success. "A number of members of City Council expressed their interest in passing a new zoning code before the end of the year, and we believe that while the timeline is tight, it is achievable," says Gladstein.

From the look and sound of the hearing, City Council members and public testifiers -- including community group leaders, developers, and environmentalists -- support most parts of the zoning code update. However, there are a few sticking points among City Council and the public that might impede the ZCC deadline.

Councilman Bill Green, who many believe may run for mayor some time in the next decade, has raised many of the questions and concerns on City Council. He clarified his concerns by releasing a set of 10 amendments that he feels are necessary for the proposed zoning code re-write. At the hearing, Green complained that his office had not received a revisable copy of the zoning code proposal. Both Gladstein and Alan Greenberger, Acting Deputy Mayor for Planning and Economic Development and a member of the ZCC, claimed they did send the document. 

One of Green’s concerns is that the proposed zoning code does not adequately restrict potentially harmful industry from going into residential neighborhoods. Some of the community groups present seemed to agree with this, as well as other aspects of Green’s amendments. Another complaint, voiced by the East Falls Community Council, was that there was insufficient, albeit improved, participation from community groups in the re-write.

With this in mind, the politicians and the public seemed ready to proceed with an improved zoning code. Speaker after speaker seemed to delight in commending the ZCC for its hard work in drafting sorely needed zoning reform. Even hesitant City Council members, like Green and Brian O’Neill, acknowledged that the zoning code needed to be modernized. Thus, it's not if, but when the zoning code reform will pass. Many hope it will be by year’s end, but that’s not a guarantee.

New ordinance increases transparency in the city's process of transferring public park land

When Microsoft's $63 million School of the Future opened in Philadelphia's Fairmount Park in September 2006, expectations among area parents--some of whom nearly battled in order to secure a spot for their children--couldn't have possibly been higher. But by the time that first class of students was preparing to graduate, attitudes surrounding the school--which didn't require textbooks, and where many of the core subjects required for university admission weren't offered--had shifted considerably.

Today, many of the school's educational kinks have been duly worked out. But if such a project was proposed within the city today--that is, if a public development project was proposed to take place within Philadelphia's public park land--the eventual outcome would almost certainly be different. That's because on April 15, Mayor Michael Nutter signed an ordinance to amend the approval process that takes place when the city's public park land is transferred to some sort of non-park use, as was the case with the Microsoft high school.

"It's an effort that's really been spearheaded by the Parks and Recreation Commission," explains Patrick Morgan, who works underneath Commissioner Mike DiBerardinis. "What it does," he says, "is it establishes a process that's predictable and transparent for all the parties: for City Council, for citizens, and for the (Parks and Recreation) Commission."

And while there aren't currently any plans in place to change usage of city parkland, this new ordinance, which is set to take effect with the change of the fiscal year (July 1), will set in motion that new process of transparency.

"Right now, all (city) parkland is being used for its intended purpose," says Morgan. "But if someone proposes changing the use for whatever reason, then this process kicks in."

Two Center City District initiatives honored with national awards

In Philadelphia, the Center City District has become a household name. With its jump-suited juggernaut keeping the streets clean and planning publications that are leading the direction of Philadelphia's potent downtown, hometown accolades are never in short supply. But it's always nice when outsiders let you know that your work matters on a national level. Last week, D.C.-based International Downtown Association announced CCD's Philadelphia Retail Marketing Alliance as the recipient for its Downtown Pinnacle Award in Marketing and Communications. Also announced last week, Harvard's Ash Center for Democratic Governance and Innovation acknowledged CCD's Public Spaces Initiative in its inaugural Bright Ideas program.

"It was an honor to be considered for this award," says Public Space Collaborative leader Bill Hughes. "Everyone in the collaborative really takes pride in what they are doing and this really validates everything that we do and the fact that we work as a team in Center City to create a positive environment."

Both projects used technology in new ways to organize varied information, helping Center City's planning and improvement efforts run more smoothly. The Philadelphia Retail Marketing Alliance created a partnership between Center City businesses, which directed all marketing resources toward the same goal. CCD created a website, PhiladelphiaRetail.com, that brings all the information needed to conduct business in Center City together in one location. With
the Public Spaces Collaborative, CCD staff used handheld computers to record and map potholes, broken windows and graffiti, getting alerts to the right agencies. 

"This is another nice accolade to have under our belt," says PRMA leader Ivy Olesh. "We work with so many different landlords and developers and retailers and brokers, it's nice to say that this project is something that is nationally recognized."

Bank shot! 1200 Bank project goes before Center City zoning board

It's hard to imagine a game cooler that pool. Everyone from Tom Cruise to the Rat Pack have famously chalked up. But for a sport known for scotch, suits and smoke, Philadelphia's billiard halls instead attract the young college set to brightly lit amusement centers or back-room, quarter-vended tables. A new project from architecture/interior design firm DAS Architects looks to bring billiards center stage, giving the game's classic cool the home it deserves.

On Friday, the Philadelphia Historical Commission approved a proposal from Philly developer Paul Giegerich to redesign the former Beneficial Bank building at 1200 Chestnut Street into an upscale billiard hall. The project would feature a circular, second-floor bar overlooking the action below, board rooms transformed into banquet spaces and a rooftop lounge with a retractable glass roof. The proposal goes before the Center City zoning board this week, trying to sink the 8-ball on this high-concept development.

"A lot of vagrants have used the porch as a place to hang out," says DAS principal David Schultz of the long-vacant building. "Everybody is, I think, excited that there is going to be a positive use for the building, that we are bringing life back to the building and will help improve the neighborhood."

1200 Chestnut is a historic space, designed in 1916 by famous Philadelphia Museum of Art architect Horace Trumbauer, so architects are limited in their alterations. DAS will add LED light fixtures and green roof elements like reflective roof tiles for the outdoor lounge, but hope to bring understated design elements from its last bank building renovation, Union Trust steakhouse, to the stately design of Trumbauer, an achievement Schultz says he wouldn't change if he could.

"One of the benefits of this space is that it doesn't require any meaningful changes," says Schultz. "We will beautify the existing space while maintaining its architectural elegance."

SEPTA receives $6.4M in federal grants to develop transit asset management system

Pennsylvania Senator Bob Casey announced last Tuesday that Pennsylvania would receive $47 million in federal transit and infrastructure grants as part of the Federal Transit Administration's State of Good Repair program. As SEPTA updated its hybrid bus fleet two years ago, the lion's share of the funding went to Pittsburgh's Allegheny County Port Authority for a clean diesel fleet of their own. But SEPTA didn't come away empty handed, receiving $8.1 million for two infrastructure improvements a long time coming.

The first grant will revamp SEPTA's Parkside Bus Loop, helping reconnect this West Philly neighborhood. But the second, more universal improvement will aid in future upgrades. Using $6.4 million, SEPTA will install an asset management system to aid in record-keeping as many of Philadelphia's transit assets come up for repairs.

"A lot of our infrastructure dates back to the early 1900's and were taken over from other private companies," says SEPTA CFO Richard Burnfield. "What the FTA was trying to focus on is knowing what you have out there in the field before you can make an assessment as to what your overall needs are, coming up with a plan for when things should be replaced."

The system will help SEPTA keep better records so when funding is available, the authority can make a more organized, more compelling case for further federal dollars as the fleet is upgraded.

"Right now, we do a very good job of managing our assets so while the records are not as computerized as we'd like them to be, we have so much knowledge within our engineering staff that I feel we make excellent decisions," says Burnfield. "But I think this will help us going forward so we can do a second check on things as our staff reaches retirement."

Amtrak stops at 30th Street Station to announce high-speed rail plan

In science fiction novels and books about the future, a few technologies are boilerplate: flying cars, meals in pill form and the ability to teleport instantly from place to place. National commuter rail company Amtrak took another step toward teleportation on Tuesday with its announcement of a high-speed rail vision plan. In Tuesday's news conference from University City's 30th Street Station, with Governor Ed Rendell on hand, Amtrak officials laid out their goal to create a line with average speeds well over 130 mph, saving passengers between one and two hours on average.

"Amtrak is putting forward a bold vision of a realistic and attainable future that can revolutionize transportation, travel patterns and economic development in the Northeast for generations," says Amtrak President and CEO Joseph Boardman.

The plan, entitled A Vision for High-Speed Rail in the Northeast Corridor, proposes a full build-out to be completed by 2040. Its construction, Amtrak says, would create more than 40,000 full-time jobs annually over a 25-year period, building new track, tunnels, bridges, stations, and other infrastructure. Predictably, the cost for such a project is high, $4.7 billion annually over 25 years. But Amtrak's feasibility studies peg the Northeast as a "mega-region" capable of drawing the type of rail traffic to make such an investment profitable. And with some premier legislative voices like New Jersey's Frank Lautenberg and Massachusetts' John Kerry already voicing their support, we may be teleporting out of 30th Street Station sooner than we think.

"Amtrak's High Speed Rail plan will create jobs, cut pollution and help us move towards a modern and reliable transportation system network in the Northeast," said Kerry in a recent statement. "As countries around the world continue to build out their transportation systems, we
cannot afford to fall further behind. This is an important down payment on the massive commitment necessary to bridge our infrastructure gap."
