Adaptive re-use: Center City developer looks to transform GHo church into luxury residences

Since 1889, the intersection of Grays Ferry Ave. and Fitzwater St has been graced by a church. For decades, the St. Anthony of Padua Roman Catholic Church occupied the crossroads, until the Greater St. Matthew Baptist Church moved in soon after the start of this century. Yet, Greater St. Matthew recently had to sell the building, which might mark its conclusion as a place of worship. In fact, Center City developer Ben Weinraub is looking to convert the church into luxury apartments.

Weinraub, the owner of Vintage Residential Management, is keen on "adaptively re-using" the church to create one- and a few two-bedroom apartments. This means "saving the interior and exterior [of the holy place] as much as possible," he points out. One way in which Weinraub hopes to do this is by carving a patio out of the roof and parapits. He also seeks to utilize the former church's tower as an overlook space, although that would depend on the fire code. 

The building is comprised of two facilities, which are the erstwhile sanctuary and rectory of the church. The developer is proposing 29 apartments to be built where the sanctuary used to stand and eight apartments where the rectory was housed. Weinraub is currently hoping to get a variance from the Zoning Board of Adjustment (ZBA) for converting the sanctuary into apartments. 

The developer is passionate about maintaining the character of the holy place. He endeavors to use a great deal of stone in constructing the apartments, and hopes to create wrought iron balconies. Weinraub is also skeptical about creating off-street parking for the units. Some neighbors have suggested he include basement parking, although that would mean he would have to significantly alter the interior of the building, thus hindering the efforts to preserve the church's character. 

In lieu of parking, Vintage Management hopes to encourage residents to bike, carshare, and walk. Weinraub hopes to invite PhillyCarShare and Zipcar to turn two of the old church's anointed parking spaces into pods. He also hopes to provide ample bike storage. In addition, the developer anticipates that many residents will be graduate students or workers in University City, meaning a relatively short pedestrian commute over the South St. Bridge.

PIDC looking for public input with Lower Schuylkill River Master Plan

Anyone who's been to Bartram's Garden or traveled through Philadelphia to get to the airport can attest that the neighborhoods around the lower Schuylkill River are quirky places. In many cases, the land doesn't comprise neighborhoods, but rather heavy industry, transportation infrastructure, and parkland. The Philadelphia Industrial Development Corporation (PIDC) has begun to examine the Lower Schuylkill River area, and is looking for public feedback.

Kate McNamara, PIDC's project manager for the Lower Schuylkill Master Plan, says the study area comprises "3700 acres of historically industrial land in South and Southwest Philadelphia." The eastern boundary is the intersection of I-95 and 76, while Lindbergh Blvd. forms the western edge. The area flexes as far north as the southern rim of University City.

The PIDC begins the study with the realization that this area has challenges. McNamara laments that 68 percent of the city's poorly-used and abandoned industrial land blights the Lower Schuylkill. In addition, there's the 400-pound gorilla in the closet, which is the impending sale or closure of Sunoco's Philadelphia refinery in June. 

With the challenges in mind, the area around the Lower Schuylkill River wields considerable potential. McNamara alludes to two studies, PIDC's "Industrial Land and Market Strategy" and the City Planning Commission's "Philadelphia 2035," both of which laud the area as being ripe for economic development. The project manager rattles off a list of attributes there, which include relatively enormous parcel sizes, access to transportation infrastructure, and accessibility to the Schuylkill River.

McNamara gives a few goals for the Master Plan, although specifics won't be possible until after public input and study. She wants to see the Schuylkill River Trail extended to help link Center and University Cities with Bartram's Garden and other destinations. From a business development standpoint, McNamara wants to see the area "positioned to attract new businesses, private investment and quality jobs."

The Master Plan is currently in its infancy, with plenty of opportunity for you, the public, to comment. PIDC will be holding two open houses this week, the first of which is Wednesday evening at the Richard Allen Preparatory School, and the second of which is Thursday evening at St. Gabriel's Roman Catholic Church on Dickinson St. In addition, there is a 40-member advisory group, which has met twice thus far, says McNamara. PIDC is working on the Master Plan in conjunction with the architecture and urban design firm Chan Krieger NBBJ.

Metro Impact Homes is building up Southwest Center City

Whether you call the neighborhood Southwest Center City, Graduate Hospital, or G-Ho, one thing that’s not debatable about the blocks immediately to the southwest of Center City is the amount of new and rehabilitated housing that has sprung up in the past few years. Metro Impact Homes is a large reason why this neighborhood’s housing stock has improved. Metro Impact has been building rowhouses and condominiums between 16th St. and Grays Ferry Ave and between Fitzwater and Kimball Sts. for the past few years, and is getting bolder with its scope.

One intriguing project that Metro Impact is currently working on is Montrose Court around 25th and Grays Ferry, mentions Steve Shklovsky, the head of the development firm. Here, Metro is hoping to construct 11 luxury rowhomes with roof decks, green roofs, and garages. "My goal is to transform what is now the worst block in the neighborhood into one of the nicest," says Shklovsky. As development is rarely easy, some neighbors are protesting because of the proposed size of the rowhome yards. This means Metro will need a zoning hearing in a couple of weeks. The new development should start around $400,000.

Another planned Metro Impact development that’s brewing a lot of buzz is the opulent Fitz4 on Fitzwater St. betwixt 16th and 17th. Like the previous development, Fitz4 will feature roof decks and garages, and will be built on what currently is a forsaken intersection. According to Shklovsky, A total of four homes are being drawn up for Fitz4, with two being corner properties. The homes will be far from cheap, as prices are expected to begin in the $700,000 range.

Metro’s proposed new development should only serve to add an exclamation point to the firm’s existing development in Southwest Center City. One of Shklovsky’s proudest developments is at 1910 Christian St., which is a six-unit condominium development. What makes the developer so proud? "The south side of that block is one of the only in the (neighborhood) which had all matching facades and heights," exclaims Shklovsky. Perhaps it was this attention to blending in with the rest of the block that resulted in every condo unit being put under contract within 30 days.

Shklovsky is very content with developing in Southwest Center City, even though his office is in Southampton, Bucks County. He cites the neighborhood’s proximal location to the Rittenhouse Square area and University City as a reason why he’s so enamored. He quickly adds that many of his buyers are doctors and medical students who can appreciate the convenient access to the Penn health system. His primary complaint about the neighborhood is that there isn’t enough commercial space. The developer is sure to mention that he hopes to eventually move his offices to the city.

Public space, variety of development in University City expected to continue in 2012

University City continued to distinguish itself as a viable office and residential alternative to Center City in 2011. In fact, there were a number of exciting groundbreakings and announcements that dealt with new public space, high-rise development, and corridor enhancement between 29th and 43rd Sts, with the promise of more to come in the new year.
 
The past 12 months were especially noteworthy for all the new public spaces in University City. Rail commuters and pedestrians at 30th St. Station got The Porch, which is an outdoor promenade that featured yoga, a farmer's market, life-sized puppets during the month of November. The University of Pennsylvania opened up a new park to help bridge the wedge between University and Center Cities, which offers walking paths and athletic facilities. Finally, the city experimented with a "parklet" in front of the Green Line Café at 43rd and Baltimore, which meant replacing a few parking spots with outdoor seating.
 
University City also found itself in the throes of interesting high-rise development and corridor beautification efforts. University Place Associates finally got the anchor tenant it needed to announce groundbreaking for 2.0 University Place at 41st and Filbert, which is envisioned to be the city's first LEED pre-certified building. Also, public art flourished on Lancaster Ave. from 35th to 40th Sts. as a means to draw attention to the continued re-development of that corridor.
 
If you like what you're hearing, University City District's Prema Gupta should make you hopeful for 2012. Gupta reveals that the University City District received two grants from the city for pedestrian plazas. She says that her group is considering using them at the intersection of Baltimore Ave, Florence Ave., and 48th St., as well as on the University of the Sciences campus at 42nd and Woodland.

City's first pre-certified LEED platinum building gets anchor tenant, early 2012 groundbreaking

2.0 University Place, a new five-story office building is about to spring up at 41st and Filbert St, feeding off of the University City Science Center’s revitalization of Market St. The community won’t have to wait long, as the groundbreaking will likely come in January or February of next year. The real story behind University Place will be its impressive sustainability elements, which combine to make it Philadelphia’s first LEED (Leadership in Energy and Environmental Design) Platinum pre-certified building. Platinum is the highest status in the United States Green Building Council’s LEED program.

Scott Mazo, a partner with the development firm University Place Associates, beams when he discusses his forthcoming building’s green technology. For one thing, all 96,135 square feet of tenant space will stay temperate with a "state of the art heating and air conditioning system called chilled-beam mechanical systems," says Mazo. Very few buildings currently use chilled-beam technology, although NASA and Harvard and Stamford Universities have experimented with it. These innovators found energy savings of 30-45% with a chilled-beam system. 

To complement the heating and air conditioning technology, 2.0 University Place will also feature other energy saving techniques. Mazo is proud that the building will be cloaked in energy efficient glass, which will block the sun’s radiant heat in the summer, but attract radiant heat in the winter. This will abate the need for heating and air conditioning. Mazo also reveals that the building will utilize environmentally intelligent elevators, which will capture and re-use energy.

Rainwater filtration and transportation are two other important sustainability components for University Place. The space will be accentuated with a garden on the roof, which will collect rainwater that will eventually be recycled as graywater for the building’s toilets. Mazo lauds the building’s location as a perk to workers who ride mass transit. This development is the "epitome of transit-oriented development," says Mazo. The building is convenient to the Market-Frankford Line’s 40th St. Station and SEPTA buses. The building should also contain shower facilities for bicyclists.

While University Place Associates bared their aspirations for the currently empty lot at 41st and Filbert Sts. a couple of years ago, the stagnant economy delayed any hope of construction. Yet, plans to break ground on 2.0 University Place jolted into motion a few weeks ago when the United States Citizenship and Immigration Services (USCIS) announced they would relocate to the building. This gave Mazo the anchor tenant that he and his associates needed to proceed. "The USCIS was the catalyst that made groundbreaking possible," says the developer.

In terms of attracting other tenants, Mazo says his firm is in talks with two prospective companies. While he’s bound by confidentiality in discussing who’s interested in moving into University Place, he does say that he’s interested in drawing in technology and life science companies, along with socially responsible start-ups. They would fit right in with the expanding Science Center and universities nearby.

SEPTA's bus fleet to become more eco-friendly thanks to two grants

Despite a budget shortfall, SEPTA will be able to resume purchasing hybrid diesel-electric buses thanks to two grants from the US Department of Transportation. For the first time ever, SEPTA will purchase hybrid 60-foot accordion buses, which are the longest buses in the system. SEPTA’s current assortment of hybrid buses is about 30 percent more fuel efficient than equivalent clean diesel buses.

SEPTA is the beneficiary of $15 million in federal funds to cover the difference in cost between hybrid and clean diesel 60-foot buses. Luther Diggs, who’s in charge of operations at SEPTA, says it will stretch out the acquisition of these longer buses over four years, with the first year’s purchase entirely hybrid. Over the four years, SEPTA will be replacing 155 longer buses, with an option for 65 more. The percent of these that are hybrid will depend on how much more grant money becomes available. 

This opens the possibility that additional bus routes might see these longer buses. "We have some additional need for 60-foot buses," confirms Diggs. He suggests that the Route 47 bus, which was the subject of the failed skip-stop pilot and more successful attempts to speed it up, might end up seeing longer buses. Also, he hints that the extremely well-traveled Route 17 bus, which runs up and down 19th and 20th Sts. in South Philadelphia and across Center City, might be another new candidate for the 60-footers.

Shortly after the $15 million grant was announced, the Federal Transit Administration (FTA) announced another grant of $5 million to pay for additional hybrid 40-foot buses, the most prevalent of SEPTA's fleet. This is welcome news for many local environmentalists, who earlier this year were dismayed to hear that funding difficulties meant SEPTA would cease acquiring standard-size hybrid buses. According to Diggs, SEPTA will resume purchasing these hybrid buses in 2013, and only purchase hybrid 40-foot buses in 2014. 

Diggs is convinced that hybrid buses represent the most financially sensible way for SEPTA to green its bus fleet. Diggs says SEPTA did examine running buses using compressed natural gas (CNG) in the mid-1990s. However, hybrid buses were ruled more effective than their CNG counterparts because of "infrastructure, residential neighborhoods, and cost," says Diggs. While some transit agencies in California and Texas use CNG, there are legitimate concerns about the cost of putting in CNG infrastructure and the health risks associated with natural gas.

Welcome to the Porch at 30th St. Station, Philadelphia's newest public space

University City District and other groups unveiled a new public space outside of one of Philadelphia's busiest hubs, called the Porch at 30th St. Station, last week. It was quite a festive unveiling, featuring jugglers, humongous puppets from the Spiral Q Puppet Theater, acrobats, cake, and plenty of speakers representing community groups, city government, and business. The Porch is a 40-foot swath of sidewalk between the station and Market St. with tables, chairs, new vegetation, and the potential for so much more.

Prema Gupta, the Director of Planning and Development at the University City District (UCD), is excited about the possibilities that the Porch provides. She emphasizes that the area is currently in a testing phase, which is why it can look a tad barren. However, Gupta envisions farmers markets, performances, and even yoga on the Porch. While the winter might be a slow time for the new public space, there are a series of spring performances scheduled.

For anyone who has spent even a little bit of time around 30th St. Station, it is a supremely frenetic environment. UCD’s Executive Director, Matt Bergheiser, says that 1,800 pedestrians on average stroll along the sidewalk every hour on weekdays. In addition, the streets surrounding the station see seemingly ceaseless congestion from cars, trucks, and buses. Gupta sums up UCD’s goal in the face of all this activity, which is to "bring a sense of human scale to this space."

The District also hopes to narrow the gap between University and Center City. In a similar vein to the recently opened Penn Park, Bergheiser confirms that the Porch is "part of the connective tissue of the city." This means that Amtrak riders who cross the Schuylkill River between University and Center Cities now have a place to take a break, munch on lunch, be wowed by a performance, or maybe even partake in some outdoor yoga. As well, Center City residents, Penn and Drexel students, or anyone else walking between downtown and Left of Center can take advantage of the new public space.

The name of the public space was the result of a contest that saw over 500 entries. In addition to having their name grace the second busiest train station in the nation, the winner of the contest also won a $500 Amtrak gift certificate. The University City District also hopes to crowdsource future decisions about the park, including the type of performances. While the next few months might be relatively quiet for the city’s newest Porch, expect some new fun ways to relax come spring.

Friends of 40th St. weigh pocket parks, increasing population density and SEPTA station upgrades

Many Philadelphians would say that University City is one of the hottest sections of the city for development. In fact, it seems like both the University of Pennsylvania and Drexel University have grand plans to further development in their pockets of the city. With this in mind, Penn Praxis, the University City District, and Sustainable Communities Initiative- West have teamed up with other community, university, and business interests to form the Friends of 40th St. The Friends held their final public meeting last week to brainstorm ways to enhance the 40th St. corridor between Baltimore and Lancaster Aves.

Harris Steinberg, the executive director of the University of Pennsylvania’s Penn Praxis did much of the talking at the public input meeting. Steinberg makes it clear that transportation is one of the biggest slices of the Friends goals. This includes “thinking of our transit portals as important markers,” says Steinberg. 40th St. is an important transit stretch, as it includes the Southwest Philadelphia trolley portal at Baltimore Ave., the 40th St. Market-Frankford Line Station at Market St, and connections with heavily-traveled cross-town bus routes.

One transit issue that stuck a nerve with the crowd was making the station at 40th and Market Sts. handicapped accessible. Even though neighboring El stations have elevators, 40th St. Station does not, despite being feet away from senior housing. Steinberg confirmed that “universal accessibility for all users” is a big area of study for the Friends.

Yet, some members of the audience didn’t feel like the Friends were pushing hard enough for elevators, as question after question emerged about the accessibility of the station. Finally, a representative of Councilwoman Jannie Blackwell’s office spoke up and promised the councilwoman would convene a meeting between SEPTA and neighbors about constructing elevators at 40th St Station.

It’s important to note that transportation isn’t the only aspect the Friends of 40th St. are concentrating on. Steinberg showed a picture of the pocket park around 17th and Chestnut Sts. as an example of how parks could make the street a more appealing corridor. Two other elements that are being examined are preservation/development and density. Specifically, the Friends are researching whether 40th St. can support greater density to create a more vibrant urban environment.

The idea of greater density made some in the audience uncomfortable. Long-time residents griped about a lack of parking and other quality-of-life issues caused by an increase in student population. They also raised their hands to complain about what they saw as local institutions having too much control over development. Steinberg, poised as ever, responds “as new development happens, quality of the built environment would improve the quality of your life.” That sums up what the Friends of 40th St. are trying to do, which is improve the quality of life of everyone who lives, works, shops, or attends classes along the 40th St. corridor.

Greater Philadelphia on pace to shatter record for multifamily building sales

While the stagnant economy is hurting sales in many industries, it is likely contributing to a bonanza in multifamily building sales in the Philadelphia area this year. In fact, hopeful landlords seem to be gobbling up buildings to rent them as apartments or sell them as condominiums. This is evident both in Philadelphia and its suburbs.

According to Christine Espenshade, senior vice president for capital markets at Jones Lang LaSalle Realty, 2011 multifamily sales have already set a record in the Delaware Valley, with a couple of months left in the year. Espenshade reports that sales have already hit $410 million. Yet, with two months remaining in the year, she predicts sales will touch $500 million. Compared to these figures, the $150 million in multifamily sales in 2010 seems downright paltry.

There are a number of explanations for this explosion in multifamily sales. Espenshade cites a durable growth of rent in the Philadelphia-area, a glut of new supply of apartments and condos, and an educated buyer’s market. Additionally, “With the availability of financing to purchase assets through Fannie Mae and Freddie Mac, investors can borrow sufficient capital for good, long term investments,” says the senior vice president. Finally, one of the more sobering explanations is that more Philadelphians are renting because they can no longer afford to own a house.

Philadelphia’s recent uptick in population bodes well for multifamily sales in the city. Espenshade confirms that a growing number of people are looking to rent apartments or purchase condos in the city because of its retail scene, colleges and universities, and varied employment market. However, this exponential growth isn’t limited to the city. Interestingly, Jones Lang LaSalle says there have more multifamily purchases in the suburbs. A possible reason for this is the sheer size of the Philadelphia Metropolitan Statistical Area (MSA), which includes Camden and Wilmington.

The forecast for multifamily sales remains strong for 2012. Espenshade says rents will continue to rise next year, which should make multifamily investing more profitable. She also sees both private and institutional entities rushing to become involved in the multifamily market next year, which would be a repeat of this year. Most importantly, without any strong signs of economic improvement next year, more and more people likely won’t be able to afford to buy their own home.

Exciting changes recommended for bicyclists, pedestrians in West and Southwest Philly

Toole Design and the Philadelphia City Planning Commission held two open houses earlier this month to present an exhausting list of bicycle and pedestrian improvements to West and Southwest Philadelphia. The Planning Commission is recommending that a myriad of different types of bicycle lanes and sidewalk enhancements be created in the west and southwest sections of the city.

Dan Goodman, a senior planner at Toole Design, envisions a West and Southwest Philadelphia where bicyclists and pedestrians are put on an even field with motorists. To achieve this, Goodman plotted buffered bike lanes, non-buffered bike lanes, and specially marked lanes to be shared by 2- and 4-wheeled modes of transportation. The audience at the University City open house was tantalized by Toole's vision for buffered bicycle lanes on Belmont Ave. and Lindbergh Blvd. "Belmont and Lindbergh might have enough room to put a bike lane and buffer," says Goodman.

Goodman says that Toole is also examining putting "sidepaths" on City and Island Aves. What's a "sidepath," you ask? He explains that a sidepath is a sidewalk for bicycles that is ideally constructed on a street so heavily traveled by autos that removing a lane is impractical. The design firm in also researching uphill bicycle lanes and downhill shared lanes on certain West and Southwest streets, such as 65th St. Finally, Goodman reassures bicyclists that West Philadelphia's Vine and Pine Street bike lanes will probably be moved away from the bus lane.

While bicyclists were a large part of Toole's study, the designers also drafted ways to make West and Southwest sidewalks more hospitable to pedestrians. Currently, "sidewalks are in such poor condition in some areas that they're deemed missing," concludes Goodman. Goodman said the Planning Commission is especially interested in fixing sidewalks around train stations and bus hubs.

It's important to note that there's no guarantee anywhere near all of the bicycle and pedestrian recommendations being made by Toole and the Planning Commission will be implemented. At the University City open house, the deputy transportation commissioner in the Streets Department, Steve Buckley, attended to give a realistic assessment of the plan's chances for success. Buckley made it clear that there was no certainty that every recommendation would actually happen. The deputy commissioner did divulge that money gleaned from red light cameras would go toward re-striping bike lanes.

Toole Design and the city are studying West and Southwest Philadelphia as part of the second phase of their Pedestrian and Bicycle Master Plan. The first phase represents most of the city's population, and covers Center City, South, Northwest, and most of North Philadelphia. The rest of the second phase is comprised of Northeast Philadelphia, communities around the Delaware River, Olney, and East and West Oak Lane. Two additional open houses will be held this week, with one in Juniata and the other in the far Northeast.

Center City skatepark gets $1M boost, construction to begin in spring

Franklin’s Paine Skatepark Fund (FPSF) will be the recipient of $1 million in Philadelphia Parks and Recreation funds to construct Paine’s Skatepark along the Schuylkill River Trail in Center City. This will give skateboarders a space to dot heir thing in Center City for the first time since they were banned from Love Park. Construction is expected to commence in Spring 2012.

Claire Laver, the executive director of FPSF, is committed to seeing skateboarders get a downtown location to practice their sport.

"Philadelphia has long been synonymous with street skating, but since the banning of skateboarding in Love Park, we have been without a centralized hub," laments Laver. "The skateboarding culture in this city hasn’t been the same since."

Laver is referring to then-Mayor John Street’s forbidding of skateboarding at Love Park in 2002.

Paine’s Park is slated to be by far the biggest skatepark in Philadelphia. According to Laver, there are currently skateboarding parks in Frankford, East Kensington, and Southwest Philadelphia, all of which are between 5,000 and 10,000 sq. ft. In contrast, the proposed park will be greater than 50,000 sq. ft., or more than five times as large as each of the existing parks. FPSF hopes that the size of the park will attract internationally acclaimed skateboarding events, including or comparable to the X Games and Maloof Money Cup.

Despite Paine’s primary function as a skatepark, Laver is confident the park will be useful for non-skateboarders as well. She brags that the park will include a panoramic observation deck with views of the Schuylkill River, Center City, and the Philadelphia Museum of Art. Also, the executive director envisions an amphitheater to support ceremonies for Ben Franklin Parkway events, concerts, and movie nights. Finally, she assures that the park will provide the one million people who use the Schuylkill Trail each year with a place to relax.

As with the recently built Penn Park, Paine’s Park aims to be a model for sustainability. This will include a unique watershed design that will lend itself to environmentally friendly storm- and groundwater control. Despite it being a skatepark, Laver also promises considerable green space. The park will also recycle some materials used in the building of other city projects. Fittingly, this includes "the installation of granite benches removed from Love Park years ago," adds Laver.

The Skatepark Fund makes its case for Paine’s Park from an economic standpoint too. Laver references a 2008 Econsult study, which indicates that Paine’s Park could rake in tens of millions of dollars in direct spending and recreational worth. One reason why this estimate is so high is because of the park’s connectivity to the trail, which means it's an easy walk or bike ride to the art museum, other points in Center City, or University City. Not only will skateboarders be welcomed back into Center City, non-skateboarders will welcome the increased revenue and connectivity.

Community groups LOOK! to spruce up Lancaster Ave. through art

If you’re strolling along Lancaster Avenue between 35th and 40th Sts., you probably notice something looks different. In fact, you’re right, as Drexel University, the University City District, and other community groups have partnered on a two-month art exhibition running through Nov. 30 called LOOK!.

There are three main components to LOOK!, which are art displays in the windows of unused buildings, group art events in galleries or public spaces, and performances open to anyone. The most omnipresent of these components is the art that now adorns the fronts of vacant buildings. According to University City District’s Mark Christman, there are thirteen such displays. These displays speak to the corridor’s history as well as the resiliency of the community, and include audio and visual artwork.

Additionally, the opening night of LOOK! Featured some fascinating performances. This included a dance exhibition that wound its way down Lancaster Ave. called Dances for Imaginary Places Barely There. The troupe made sure to modify its dance routine depending on the unique culture of every block. The opening night also saw some theatrical shows, which examined American culture, mental illness, and burlesque.

The University City District believes the success in organizing LOOK! is a great sign for the Lancaster Avenue corridor.

"The fact that community members, landlords, neighborhood institutions, and artists were able to successfully collaborate on a project of this scale is clearly a strong sign of the broader commitment to continue to transform the Avenue," says Christman. "Lancaster Avenue is clearly a great ‘main street’ in the making."

Christman builds on the "main street" theme by lauding the neighborhood farmers’ market, nascent galleries, cafes and dining establishments, and fencing academy. He says it only made sense to run a community arts show given how much is already going on with the avenue. While Christman is unsure as to whether LOOK! will ever be done again, he did say that community groups will make sure to analyze how art can beautify public space.

When the involved organizations announced they were seeking artists to participate in mid-July, they received an overwhelming response. Despite giving artists just three weeks to submit proposals, they received about 200 requests. Christman acknowledges how creative many of the proposals were, but says "we ultimately put together a panel that included representatives from neighborhood institutions, community members, and even two Pew Fellows."

Community groups get social boost from Philly Net Squared's Net Tuesdays

One Tuesday every month, a bunch of techies, wannabe techies, and people who freely admit they don’t know much about current online trends get together to discuss and learn how to use social networking for social good. This is Philly Net Squared’s Net Tuesday, which has been gaining more and more steam since its inception in May 2008, not to mention bringing an ever growing number of community groups, non-profits, and businesses into the same room.

While it’s difficult to pin down a precise mission for Net Tuesday, founder Seth Horwitz has a general mission for his monthly meetings. “I think of our mission as helping Philly area folks to share our knowledge, passion and concerns around using emerging social web tools for making the world a better place,” explained Horwitz.

Some of Horwitz’s favorite Net Tuesdays have been the “social web samplers,” which consist of informal audience presentations on any on-line social media topic they feel is germane. This leads to fifteen short periods where audience members can elaborate on noteworthy aspects of the audience presentations.

For community groups, non-profits, and businesses, the “crowdsourcing change” Net Tuesdays are especially pertinent. During these meetings, two or three area groups present their on-line social media strategy to the audience, and then receive feedback on what they’re doing right, what they’re doing wrong, and what they’re realty doing wrong. Groups that have volunteered to crowdsource their on-line presence include the Philadelphia Police Athletic League, The Academy of Natural Sciences, and the Painted Bride Art Center.

Philly Net Squared thrives in its use of Facebook, Twitter, and Meetup.com. Horwitz sees two ways in which Facebook enables the Net Tuesdays, which are disseminating information about events to a broad audience and allowing attendees to RSVP. “Twitter also helps to promote the events, and it also enables us to maintain a backchannel during the events, which- combined with our Internet stream- enables us to engage with people not in Philly,” said Horwitz. Finally, Meetup.com has been a reliable RSVP source, as well as a means for members to better connect with each other.

Rittenhouse-area parking spot sees coffee instead of cars for Park(ing) Day Philadelphia

SMP Architects helped transform a parking spot on the 1600 block of Walnut St into a coffee garden, just one of over 30 parking spots in Philadelphia transformed into parks for the fourth annual Park(ing) Day. Indeed, the aroma of coffee penetrated the air around 16th and Walnut, all to generate awareness of the perceived negative impact of cars on a city.

SMP certainly demonstrated its commitment to Park(ing) Day, as they had their display percolating from 8:30 a.m. until at least 3:30 p.m., says architect Scott Ritchie. To be sure, the coffee theme was a unique one on this day. “Ground is essential to a city, so we collected coffee grounds from local shops,” said Ritchie, who was eager to explain his firm’s eclectic choice. All told, the spot contained scores of cups filled with coffee grounds from area coffee shops.

Ritchie explained that his firm pounced at the chance to participate in Park(ing) Day because of its history of sustainable design. “We want to be a part of the dialogue that makes the city greener,” says Ritchie. When asked about the primary benefits of the day, the architect mentioned discussion about pedestrian conditions, as well as the effect of autos on a city.

By far, most of the one-day parks were located in Center City, although University City, Mount Airy, Manayunk, and North Philadelphia all had participating spots. Organizations that came out for the day included city and regional planning agencies, other city government bodies, architecture and design firms, alternative transportation advocacy groups, and community development corporations.

Park(ing) Day began in San Francisco back in 2005, the brainchild of an art and design firm called Rebar. It has blossomed into a worldwide phenomenon, with events in 183 cities spanning six continents. In the U.S., cities that saw parks temporarily sprout up included Memphis, New Orleans, Raleigh, and Salt Lake City.

Of course, there was no tally of how many angry drivers inched by the newly formed parks. At the 1600 Walnut St. park, Ritchie saw a few miffed motorists. However, putting it in perspective, Ritchie says it was a negligible impact for one day -- a day set aside for those not driving in downtown areas.

Still hope for City Council passage of zoning code re-write by year's end

Philadelphia’s Zoning Code Commission unveiled a new timeline that they hope will lead to a modernized zoning code during a six-hour public hearing in front of City Council. The public certainly got to weigh in, as 40 different people signed up to testify, split into thirteen panels of three or more people at a time.

The barrage of public comment not withstanding, the Zoning Code Commission (ZCC) announced its strong desire to pass a new zoning code in City Council by the end of the year. Perhaps no one is more eager to see a new zoning code before the year’s end than Eva Gladstein, the Executive Director of the ZCC. Gladstein is cautiously optimistic about the odds of success. "A number of members of City Council expressed their interest in passing a new zoning code before the end of the year, and we believe that while the timeline is tight, it is achievable," says Gladstein.

From the look and sound of the hearing, City Council members and public testifiers -- including community group leaders, developers, and environmentalists -- support most parts of the zoning code update. However, there are a few sticking points among City Council and the public that might impede the ZCC deadline.

Councilman Bill Green, who many believe may run for mayor some time in the next decade, has raised many of the questions and concerns on City Council. He clarified his concerns by releasing a set of 10 amendments that he feels are necessary for the proposed zoning code re-write. At the hearing, Green complained that his office had not received a revisable copy of the zoning code proposal. Both Gladstein and Alan Greenberger, Acting Deputy Mayor for Planning and Economic Development and a member of the ZCC, claimed they did send the document. 

One of Green’s concerns is that the proposed zoning code does not adequately restrict potentially harmful industry from going into residential neighborhoods. Some of the community groups present seemed to agree with this, as well as other aspects of Green’s amendments. Another complaint, voiced by the East Falls Community Council, was that there was insufficient, albeit improved, participation from community groups in the re-write.

With this in mind, the politicians and the public seemed ready to proceed with an improved zoning code. Speaker after speaker seemed to delight in commending the ZCC for its hard work in drafting sorely needed zoning reform. Even hesitant City Council members, like Green and Brian O’Neill, acknowledged that the zoning code needed to be modernized. Thus, it's not if, but when the zoning code reform will pass. Many hope it will be by year’s end, but that’s not a guarantee.
