Constitution Health Plaza adds medical care to Passyunk revitalization

A "dinosaur" of a hospital on the corner of Broad Street and Passyunk Avenue is getting a new life as part of the ongoing revitalization of the area. Purchased three years ago by St. Agnes MOB LLC., a small investment firm, the former St. Agnes Hospital (a 150-year-old building) is now Constitution Health Plaza. According to leasing and marketing director Elizabeth Daly, 18 tenants are already installed in the four-building complex and the site's occupancy is ahead of schedule.

Constitution Plaza is part of a larger trend in healthcare. Over twenty hospitals closed last year in New Jersey alone, but complexes like this one -- that offer a variety of independent practitioners in one rehabbed space -- are beginning to take the floundering hospitals' place.

"The idea is one-stop shopping for the community, for any of your medical needs," explains Daly. "Somebody will be able to come to one building and go to different practitioners."

Constitution Health Plaza takes facilities management, security, utilities, real estate concerns, and other operations off its tenants' plates, with the aim of providing more cost-efficient medical care just in time for the influx of patients newly insured under the Affordable Care Act.

Plaza residents include a location of the Children’s Hospital of PhiladelphiaKindred Hospital, and specialists practicing dermatology to nephrology to psychiatry. And the facility is joint-commission certified, notes Daley -- the Kindred location has acute care inpatient capabilities, so a critically ill person can stay longer than 24 hours. While there are a lot of targeted options and the building is currently at about 75 percent occupancy, the complex doesn’t yet offer adult primary-care services. It’s a provider the plaza would definitely like to attract, along with dental care and an orthodontist.

The renovation plans kept some of the building’s original marble, but included modern upgrades such as an atrium with plenty of natural light, a fresh lobby and a security desk. The different floors are color-coded for ease of navigation, especially important for patients who might not speak English; the facility also boasts an attached 425-car parking garage.

A multi-million dollar exterior upgrade added outdoor security cameras, extensive new lighting, and a large high-definition video signage board advertising the health plaza's services as well as other community happenings.

"On the exterior we really want it to be a landmark along Broad Street," says Daly. "South Philadelphia is very unique neighborhood, and it’s pretty exciting for us to be right in the middle of where the revitalization is taking place…it’s complemented each other: [the]] investment in the building and people’s enthusiasm for the East Passyunk corridor."

P'unk Burger opens on East Passyunk Avenue

Marlo and Jason Dilks, the owners of Philly's SliCE pizza restaurants, are branching out into burgers with P'unk Burger. The casual, cozy joint opened at 1823 East Passyunk Avenue on February 13. They've got burgers, fries and shakes, but they say the focus is on fresh food, not fast food.

According to Marlo, turnout at the surprisingly small 600-square-foot eatery has been great since their Valentine's weekend opening. So far, the place has only 26 seats (a newly made table will soon squeeze that total up to 30), and it’s first come, first served. Things are already getting hectic at dinnertime.

When she and her husband were beginning to consider opening a restaurant on East Passyunk, Dilks got an inside tip that the space’s former tenant, Chhaya Café, was looking to move. She didn’t wait, and secured the lease for P’unk while Chhaya (now at 1819 East Passyunk Avenue) was still there. (The building is next to the A Star is Born boutique, owned by Dilks’ family members.)

"We love the Avenue," says Dilks of setting up shop on the bustling strip. "I think it’s a vibrant area."

They nabbed the space last July, and spent several months remaking it. The color scene is gray and green, with signage
and décor made of reclaimed wood and salvaged metal from Brewerytown, and a restored and refinished front entrance.

Though the space is small, diners have a couple different seating options.

An arcade game table featuring over 50 games seats two up front in "P’unk Pasture," complete with game stools and a cow-print ceiling (proceeds from game play will go to a different charity each month), four other tables will seat a total of sixteen people, and a larger communal table seats 12.

"[It] took awhile not just to decorate, but we were in there making the burgers," explains Dilks. "We did a lot of aesthetics. We were fortunate we didn’t have to rush and open."

Just as important is the tasty and environmentally-conscious menu, featuring gluten-free and vegan options as well as organic, antibiotic-free, humanely raised grass-fed meat. Products from local suppliers include Vegan Commissary veggie burgers, bacon from 1732 Meats, Fishtown’s Little Babies Ice Cream, cheese from Claudios and DiBruno Bros., and bread from American Harvest Baking. The restaurant recycles its frying oil, and uses biodegradable/compostable cups and containers.

The menu includes beef, chicken, tuna, turkey and veggie burgers with an extensive list of toppings, sauces and cheeses, regular and sweet potato fries, salads, the full line of Maine Root sodas, and milkshakes.

P’unk is now open Sunday through Saturday, 10 a.m. to 10 p.m., with plans in the next few weeks to extend Friday and Saturday hours until 3 a.m.

Coming soon to East Passyunk: A proper neighborhood entrance

If you walk the length of East Passyunk Avenue in South Philly -- and end up at the convergence of the Avenue, South Broad and McKean -- you'll see a nondescript slab of concrete that extends outward from the United Savings Bank building. The triangle points westward across Broad, as if directing pedestrians to the Philly Pretzel Factory across the street.

That will soon change. An exciting development is in the offing for that small stretch of concrete -- currently dubbed the East Passyunk Gateway project. Last week, in a small conference room at the old St. Agnes Continuing Care Center on South Broad, Sam Sherman, executive director of the Passyunk Avenue Revitalization Corporation (PARC), publicly unveiled the plans, which include a small splash fountain; concrete bench seating and chess-playing tables; various architectural lighting elements; shade trees and street-level planters; and a permanent sound system to accommodate events. The transformation will be possible thanks to a $495,000 grant from the William Penn Foundation

And those are just a small handful of the plaza's intended perks. There are also plans for a small, trellis-roofed area that the plaza's designer, landscape architect Bryan Hanes, refers to as "an iconic piece of furniture where events could happen," and where food carts or other vendors could set up shop. There is also talk of a bike-sharing station -- potentially the city's first.

The goal is to break ground on the plaza sometime this May or June. With the project's build-out estimated at six months, there's a possibility that the East Passyunk Gateway could be open for business as early as this fall.

Moonshine, a neighborhood bar and restaurant, thrives in Pennsport

With adjacent East Passyunk recently named best neighborhood for the second year in a row by Curbed Philly, and memories from Mummers' revelries a street over still fresh, it seemed a good time to check in on two-month-old bar and restaurant Moonshine in Pennsport.

The 46-seat establishment stands at the site of the former East Side Moyamensing Saloon, a no-frills dive bar that operated on the corner since 1935. Co-owner Rich Fattori said he jumped at the chance to buy the property, located about a half-mile south of The Industry and Federal Donuts

"We found the location because we were the vendors for the jukebox and Megatouch of East Side Saloon," says Fattori. "When we found out the previous owner was selling, we wanted to get in right away, because we thought it was a very up-and-coming area. There are lots of young professionals and new people moving in, but it still has the mystique of a typical South Philly neighborhood." 

Fattori was initially concerned about neighbors' reaction to losing a local institution. 

"I was a little nervous in how quickly it would take them to warm up to what we're trying to do here," he says. "We've owned another bar in Briarcliffe for ten years and the original clientele is still resistant to any changes."

Fattori and his team made a concerted effort to become part of the community. He even knocked on a neighbor's door to introduce himself: "Before I could even say anything else, she held up her hand and said, 'Stop. I know what you're doing, and I love it.'" 

The neighborhood's enthusiasm was documented by local press, such as Pennsporter and Passyunk Post, as Fattori's team completed renovations over the summer. Since opening, he estimates that about three-quarters of customers have been locals. This fits perfectly with his vision for Moonshine as a welcoming and friendly neighborhood spot. 

Fattori's strict adherence to Moonshine's concept, even when it means a loss in profit, was evident in his decision not to open on New Year's Day. Though the restaurant served lunch to a private party (the Holy Rollers N.Y.B. Mummers club), Fattori closed to the public partly based on the recommendations from neighbors and frequent diners.

"We didn't want to change to just open and make a ton of money," he says. "We wanted to keep our character and the vibe we have going here."

The District puts vacant schools on the market

After shuttering dozens of local schools this fall, the Philadelphia School District has placed many of those buildings up for sale. Following months of speculation (including some by Flying Kite), the search for buyers is on. Quite a few have serious residential development potential and some are in up-and-coming neighborhoods such as East Passyunk Crossing and University City.

The media has been abuzz with gossip on the potential sales: Passyunk Post reported on the buildings in its purview, including Bok, Vare and Smith. City records put Bok's market value at $17.8 million dollars.

Bok Technical, an imposing art deco monster, is 338,000 square feet over eight floors on a 2.2-acre site. The information provided notes its proximity to Passyunk Avenue and the Snyder Avenue subway stop (about half a mile each). "Surrounding the Avenue is a surging residential and development market." True.

The New York Times also covered the school properties, confirming our information that Drexel is eyeing University City High School. Turns out they are not the only local college getting into the vacant school game"

But Drexel University has said it wants to buy University City High School for an undisclosed price, and restore it as a public school. Temple University has expressed an interest in the former William Penn High School, close to its Temple campus on the north side of central Philadelphia. Buyers interested in the eight properties undergoing an expedited sale have until Dec. 17 to respond to a request for qualification, the district said. For the other properties, buyers must submit an expression of interest by that date.

As disruptive as the school closings were for neighborhoods, it is a good sign that the city is moving forward with putting the buildings up for sale. In the end, a vacant behemoth is far worse for communities than a large redevelopment project.

Long-awaited ReNewbold project finally breaks ground

Flying Kite first shared word of ReNewbold, a green mixed-used townhouse development at 16th and Moore Streets, back in 2011. A partnership between LPMG and Postgreen Homes, the complex hoped to bring modern, new-construction housing to Newbold, a neighborhood on the rise nestled between Passyunk Square to the east and Point Breeze to the north and west. 

In January 2011, the team behind the project anticipated some delays, saying "groundbreaking may not happen until early summer due to zoning and permitting issues." That deadline came and went, and then, in early 2013 in another Flying Kite news story, developer John Longacre assumed they would be well under way by spring. Such is the nature of big projects in historic Philadelphia neighborhoods -- there can be some hurdles.

Now, we are thrilled to announce that ReNewbold did in fact break ground last Wednesday, October 16. They expect homeowners to start moving in in early 2014. The homes are designed to be affordable (especially within the new construction market), but they will still be some of the most expensive properties in the neighborhood. At $259,000 for a two-bedroom rowhome with 1,023 square feet, the houses should appeal to buyers looking for green amenities and modern layouts -- and those priced out of nearby Graduate Hospital and Passyunk Square.

Back in January, news editor Greg Meckstroth detailed some of the project's amenities:

Once completed, the project will boast 18 owner-occupied townhomes and one corner commercial space. It’s the first privately financed new construction residential project in the area in well over 50 years. And to top it off, it screams green.

Designed by Interface Studio Architects in conjunction with construction manager Postgreen,the homes will feature bicycle parking, green roofs, bamboo flooring, triple pane windows and on-sight stormwater mitigation practices. The designers are aiming for a 50 percent reduction in energy use from a similarly sized home.

Community-centric Valley Green Bank comes to South Philly

Valley Green Bank is expanding its regional reach by opening a new branch at Broad and Tasker Streets in South Philly. It will be the bank's first official foray into the area and its third location overall.

The bank opened its first location in Mt. Airy in November 2005, and quickly became known as an alternative to national banks for small businesses and developers looking for loans. For Valley Green Bank, being a "community bank" means small asset holdings, remaining locally owned and operated, retaining an ability to lend to smaller clients and conducting most of its business in Philadelphia. 
 
The bank is not entirely new to South Philly -- since 2010, a lending team led by Robert Marino has been operating here, leading to a strong collection of small business clients.
 
"In South Philly, it's apparent that businesses care about community and vise versa," explains Leslie Seitchik, director of marketing for the Valley Green Bank. "We want to be a part of it." 
 
Community banks also work to have a physical presence in the neighborhoods they serve. Thanks to that established portfolio of South Philly clients, the Broad and Tasker location is the perfect fit. (Valley Green also has commercial loan centers in Center City and Radnor.)
 
Valley Green promises to hold true to its original business model at the new location. "What has made us successful over the years has been our ability to lend when larger banks haven’t been able to," says Seitchik. "Because we’re small and nimble, we’ve been able to support the small business community."
 
Valley Green sees a lot of potential to expand its real estate client base in South Philly, along with the retail side of their business. "We want community members to come bank with us, to open up anything from a checking account to money market accounts," says Seitchik.

In keeping with the bank's vision, the design of the new branch opens up the building to the both streets with large windows, welcoming in the neighborhood. Designed by local firm Metcalfe Architecture and Design, the renovation is expected to be complete this June.

Affordable Italian Market senior housing project puts design first

Just blocks from the Italian Market, Cedars Village, a 64-unit affordable housing development for seniors, is rising in what used to be a surface parking lot. Developed by the St. Maron's CDC and designed by Haley Donovan Architecture, the project offers a case study for delivering affordable housing with modern materials in a historic section of the city.
 
The project "has been welcomed by the neighborhood for it’s modern, yet contextual response," says Jim Haley, principal at Haley Donovan. "It is one of the few design-heavy affordable housing projects in Philadelphia."
 
"As with most urban projects, we had to make use of every square foot to make the project work," says Mike Donovan, another principal with the firm.

The architects had to find a balance -- they had to meet certain unit denisty requirements while avoiding designing a generic monolith.
 
"Our answer was to progressively step the street facing facades up as they moved back, carve out large chunks at the ground level and pay homage to the traditional Philly rowhome," explains Haley. "It allowed us to respect the history of the area, while still providing a solution that was dense enough for our client."
 
That was just the first of many design solutions the team came up with.
 
The site plan concessions called for 100 percent stormwater retention on site, something not easily done on an urban parcel. The designers used a building step back to create a private green roof. This helped them reach that 100 percent mark while also providing an added amenity for residents.
 
The project -- which was resurrected after years of dormancy through collaboration between developers, architects and community leaders -- is aiming for a spring completion date.

City still encouraging homeowners to apply for proposed Homestead Exemption tax break

The City of Philadelphia's Actual Value Initiative (AVI) might be on hold until next fiscal year, but it is still banking on real estate tax relief in the form of proposed Homestead Exemption legislation. Homeowners must apply by July 31, 2012, and the only requirement for acceptance into the program is that the you must own your home and live in it. It's actually a very simple process. On July 1, says Marisa Waxman, Office of Property Assessment, Philadelphia homeowners will receive a pre-printed application, so there's no need to take action until then.

"It's a tax relief program that already exists in every other county in the Commonwealth," says Waxman, who points out that other efforts both statewide and nationwide are often far more complicated.

Age, income and length of homeownership do not figure into eligibility. Here's how it works: you will pay taxes on the value of your home minus $30,000.  For example, if a home is assessed at a value of $100,000 and there is a $30,000 Homestead Exemption,  a homeowner would only pay taxes based on $70,000 compared with the actual value of $100,000.

"The City is currently undertaking a reassessment which will value properties at their market value. For residential properties, the comparable sales method is utilized in most cases. For commercial properties, the income/expense method is utilized in most," explains Waxman. 

It does not matter if your home is worth $1 million or $80,000. You still get that flat $30,000 discount. Waxman says the greatest benefit will be for those with lower value homes. "It's the simplest program on the planet once we get it up and running."

The homestead real estate tax exclusion will be available for properties located within the City of Philadelphia when legislation is passed by the Commonwealth of Pennsylvania, and a City of Philadelphia ordinance also has to go into effect. But city officials are encouraging residents to apply now, as it can help reduce the taxable assessed value used for calculation of a tax bill by a proposed $30,000. 
 
Even if part of a primary residence is used as a home office or a rental property, a property owner may still be eligible to benefit from the Homestead Exemption for the percentage of the property that functions as the primary residence. 
Following approval, there's no need to reapply unless the deed to the home changes.

Applications received after the deadline for this year will be considered for tax year 2014. Those who are approved in this initial round will be notified in the fall of 2012, pending passage of AVI.

South Philly school, surrounding neighborhood get $400,000 grant to improve stormwater management

When it comes to sustainability, Philadelphia boasts of a first-rate stormwater management plan called "Green City, Clean Waters,” which is implemented by the Philadelphia Water Department (PWD).  Thanks to a $200,000 grant from the U.S. Environmental Protection Agency (EPA), students and staff at South Philly’s Nebinger School and residents of the adjacent community will be able to exemplify sustainable rainwater management. This grant will be coupled with a matching $200,000 grant from PWD and the Partnership for the Delaware Estuary.

The EPA hopes to make Nebinger, at 6th and Carpenter Sts., a national and international exemplar for rainwater control.  The combined $400,000 grant will go in part towards educating students about how to sustainably make use of rainwater. Lessons will be facilitated through the installation of a large rain garden, permeable play surfaces, and stormwater planters.

David Sternberg, press officer for EPA’s Region 3, which includes Philadelphia, says the PWD nominated Nebinger because of the school’s previous work with the city, the Trust for Public Land, and the Community Design Collaborative on stormwater management.

"Therefore, the partnership would not be starting from scratch, but could have something implemented for demonstration in the near future,” says Sternberg. 

Sternberg adds that Nebinger fulfills a number of other EPA prerequisites. This includes an "ongoing classroom educational laboratory” on environmental curriculum, a strong local business improvement district (the East Passyunk Business Improvement District), a stellar academic history, and a diverse collection of students, according to Sternberg. 

While the initial grant only covers the school and a few surrounding blocks, indications are it could eventually stretch much further than that. Sternberg hints that students at Nebinger might partner with pupils in Rio de Janeiro on sustainable stormwater management as part of the EPA-facilitated Joint Initiative on Urban Sustainability. This initiative brings together members of the U.S. and Brazilian government, "private, academic, and civil society sectors” that promote environmentally-friendly cities, says Sternberg.

The immediate neighborhood is poised to benefit as well. The grant will cover Passyunk Ave. between 6th and 10th Sts. The community will benefit from tree trenches and other methods that enable trees to better handle rainwater. According to Sternberg, PWD and the Partnership for the Delaware Estuary, which have been handling business outreach, have found a "significant amount of interest” from local members of the East Passyunk Business Improvement District.

No official word on when Nebinger and the neighboring streets will begin to see stormwater improvements, although a source tells us green street retrofits could begin as early as autumn. This same source says design and construction of the rain garden and other features at the school could begin in late spring of next year, although that’s not confirmed.

Local group lobbying to cultivate Triangle Park between Queen Village and Bella Vista

About a month ago, Flying Kite told you about a pocket park in Pennsport that was made possible through the charity of a developer. Just a few miles north and west of that is another potential community park, Triangle Park, which straddles Queen Village and Bella Vista. However, it is a decidedly different story with this park, as the Friends of Triangle Park have been unsuccessfully trying to wrestle control away from a private owner for some time. In the process, they have generated considerable political and neighborhood support for community green space.

The Philadelphia Redevelopment Authority (PRA) has extended an offer to purchase the park, but has not heard back from the owner, says Joel Palmer, head of the Friends of Triangle Park (FOTP). The main problem with the site is that it likely will need some remediation, according to the state Department of Environmental Protection (DEP). "The only fly in the ointment is what are the requirements to satisfy DEP and who is gonna (sic) foot the bill," says Palmer. The Friends have no idea how much the bill is, but know it's enough for the owner to not want to pay.

Friends of Triangle Park currently aren't sure if the developer, Stuart Schlaffman who owns Condom Kingdom and The Mood on South St., wants to try to put a building on the parcel or is willing to hand the property over to the PRA. Schlaffman was initially happy to let the Friends clean up the park. However, he has recently encapsulated the park with a security fence to keep people out. In Palmer's opinion, the owner of the property has "a better chance to catch polio" than be able to sell the property, thanks to all of the DEP's regulations.   

Palmer says there is massive support for maintaining Triangle Park as green space. He says state senator Larry Farnese, district councilman Mark Squilla, and incoming state representative Brian Sims have all vowed support for Triangle Park. In addition, countless neighbors support the community park. Palmer would know, as he's the former president of the Bella Vista Town Watch

The park is at 601 Christian St, and is named for its triangle shape between the intersection of Passyunk Ave., 6th St., and Christian St. It's on a popular block, as a new residence is being constructed across the street at 606 Christian and the popular Shot Tower Coffeehouse opened at 542 Christian a little over a year ago. The triangle used to house a gas station, hence the need for environmental remediation.

New pedestrian advocacy group's agenda includes improving intersections

When it comes to sustainable transportation around Philadelphia, pedestrians have been without an active group speaking on their behalf since PhillyWalks ended about a decade ago. While bicyclists have enjoyed advocacy from the Bicycle Coalition of Greater Philadelphia and mass transit riders have been represented by the Delaware Valley Association of Rail Passengers, pedestrians have not found a similar voice recently. That is, until now. The Clean Air Council has just formed a pedestrian advocacy group, and is in the process of creating an agenda for those who travel with two feet on the pavement.

This new group, dubbed the "Pedestrian Advocacy Project," has met twice so far and has crowdsourced its agenda through the hundreds of people who are on its listserv, according to Dennis Winters, a trails associate at the Council who is leading the project. Winters says e-mail participants indicated the biggest problem facing pedestrians is that "red-green lights (are) not synced right." In other words, traffic lights around the Philadelphia area often favor motorists over pedestrians.

At the project’s second meeting, the 10 or so attendees largely agreed with the e-mail survey. They discussed intersections in Philadelphia, such as 20th and JFK Blvd., that are not as pedestrian-friendly as they believe they should be. Attendees arrived at the conclusion that pedestrian countdown signals and corresponding traffic lights should be re-timed to equalize the playing field between drivers and walkers. By the end of the evening, a committee had formed to study pedestrian countdown signals, and how they could be improved.

One prevailing question for the nascent advocacy group is whether pedestrian countdown signals themselves are to blame for diminishing the pedestrian experience, or whether bad behavior on the part of motorists is to blame. Deborah Schaaf, an employee of the City Planning Commission and a walker herself, says that police enforcement of aggressive driving had to be cut short due to lack of funds. In fact, police overtime money that was supposed to go to the "Give respect, get respect" campaign targeting vehicular, bicycle, and pedestrian infractions instead went to Occupy Philly coverage.

The Pedestrian Advocacy Project’s online members also indicated that the presence of outdoor seating and other obstructions blocking sidewalks, traffic laws not being adequately enforced, and aggressive drivers turning left were other impediments for pedestrians. Most members of the listserv attended the Academy of Natural Sciences forum "Walkability: Philadelphia Strides into the Future," which was where the pedestrian advocacy group was unveiled. Given that just about everyone in Philadelphia walks, even if it is just to get to their car or train, this group could help a lot of people.

Neighborhood Foods' CSA delivers West Philly's freshest to rest of region

Greater Philadelphia is rapidly becoming more of a hub for urban farming and community-supported agriculture (CSA). Just look at the recently expanded Mariposa food co-op on Baltimore Ave., the active Kensington Community Food Co-op, and the Creekside Co-op groundbreaking in Montgomery County. Another organization that hasn’t received as much publicity is West Philadelphia’s Neighborhood Foods, which is transitioning from just an urban farm to a CSA and is teaming up with other local food venders at Rittenhouse Square.

Neighborhood Foods will be using three different sites in West Philadelphia this year to cultivate fresh food. The main site is Polselli Farm, a two-thirds acre lot at 53rd and Wyalusing at which the group has been farming snce 2010, according to Dylan Baird, the business manager. He adds that his organization annexed two smaller farm sites last year, and will be growing from them starting this year. One site is the popular Walnut Hill Farm, which thrives in the shadows of SEPTA's 46th St. El stop. 

Baird is excited to announce that his urban farm will also feature a CSA this year, which he claims is the city’s first urban farm-based CSA. Members of this CSA will enjoy locally-cultivated fruits, vegetables, and grains, with all proceeds being returned to Haddington, Walnut Hill, and other sections of West Philly. According to Baird, the CSA will run for 22 weeks from the middle of May to October, and more include very affordable prices. Neighborhood Foods is currently looking for members.  

The CSA is now working with other local food sellers at the Rittenhouse Square Farmers’ Market every Saturday. "We are broadening beyond just urban farmed produce and we will be incorporating all kinds of Philly produced products," says Baird. Some examples of this include canned goods from South Philly’s Green Aisle Grocery, bread from West Philly’s Four Worlds Bakery, and jellies from Fifth of a Farm Jams

Proceeds from the Rittenhouse stand enable Neighborhood Foods to continue to grow and sell fresh food at a steep discount in West Philly. "Our business model is such that we sell our food at a premium around the city so that we can subsidize the price of food at our community farmers market as well as our community programs," says Baird.  

Neighborhood Foods is a product of The Enterprise Center CDC and Urban Tree Connection, and features produce that is grown naturally and without chemicals. Baird says that the urban farm benefits from a large local population of senior citizens, who understand the value of fresh vegetables from their early years in the South.

Philly has 2,500 acres for urban farming, crop value of $10M-plus, says Green Space Alliance study

The Pennsylvania Convention Center Annex was filled with the redolent scents of artisanal cheese, creamy gelato, freshly-baked bread and biscotti, and premium steeped tea last Sunday. These scents formed the aromatic calling card for the Philly Farm and Food Fest, which was co-organized by Fair Food and the Pennsylvania Association for Sustainable Agriculture (PASA). One of the highlights of the convention was a panel discussion on the Green Space Alliance’s recent study “Transforming open space to sustainable farm enterprises.”

The panel discussion started with an outline of Green Space Alliance’s (GSA’s) findings, which include recommendations on public outreach, zoning and planning, and urban areas. One of the chief findings is that GSA should extend an arm to local governments, land trusts, and conservancies to generate knowledge about sustainable farming. Under zoning, the study concludes that specific ordinance definitions should be drafted, says Justin Keller, an architect with Simone Collins Landscape Architecture, which prepared the study for GSA. 

Finally, the study advises that incentives be created for urban farms that bolster stormwater management through the elimination of impervious surfaces. It specifically pinpoints urban farms as sources of sorely-needed nourishment in food deserts and job creators in neighborhoods with rampant unemployment. GSA found that the city of Philadelphia has nearly 2,500 acres that can be used for farming, which could yield a crop value between $6.4 and $10.8 million, says Peter Simone, also an architect with Simone Collins.

After Simone Collins presented the study, three panelists offered conference-goers some feedback. Nic Esposito, who farms at East Kensington’s Emerald St. Urban Farm, is interested in the study’s examination of municipal land, as his farm is owned by three different city agencies. While the study looks at both CSAs and farms that donate food, Esposito makes sure to mention that Emerald St. donates all the food it generates from chickens and bees. He also adds that Councilwoman Sanchez and Councilman Green’s land bank resolution in City Council would be an asset for urban farming on vacant land.

Another panelist was Joan Blaustein, chair of the Philadelphia Food Policy Council and a director in the city’s department of Parks and Recreation. Blaustein, who grows food in her own backyard garden, emphasizes the practical nature of urban gardening. Urban gardens “should satisfy the social needs of people in the city,” says Blaustein. She proceeds to give the city a pat on the back for emphasizing urban farms in its Greenworks plan and mentioning it in its new zoning code

The third panelist was Fred DeLong, a project director at the Willistown Conservation Trust and Rushton Farm in Chester County. DeLong differs from the other panelists in that his farm certainly isn’t urban. Nonetheless, he has a similar goal to the study and his fellow panelists. “Willistown Conservation Trust wants to connect people to the land,” says DeLong. He adds that within the trust is the Rushton Farm, which is a natural community-supported agriculture (CSA) within an 80-acre nature preserve.

Liberty Bike Share builds support, strategy to introduce long-awaited bike sharing program

What do New York City, Washington D.C., Boston, Baltimore, Spartanburg SC, and Hollywood FL all have in common? Hopefully you’ll have an answer by the time I’m finished with this sentence. If you don’t, these are all East Coast cities that offer bike sharing. Notice that Philadelphia is not in there. With this in mind, a team from the University of Pennsylvania is looking to put our city on par with the likes of Spartanburg by establishing Liberty Bike Share, which aims to bring bike sharing to Center City, University City, South Philly, and the Temple University-area.

Liberty Bike Share is the product of three Masters degree candidates at UPenn who closely analyzed the 2010 Delaware Valley Regional Planning Commission (DVRPC) “Philadelphia Bike Share Concept Study,” says Dylan Hayden, who’s helping to organize the bike share concept. Hayden says Liberty is hoping to make 2,500-2,700 bicycles available to be shared at a cost of abougt $15 million. He adds that Liberty has the support of the Center City District and certain members of City Council. At this point, his group is waiting for the city’s Office of Transportation and Utilities (MOTU) to issue an RFP. 

As is usually the case, the cost of setting up operations is one of the biggest challenges Liberty faces. Hayden emphasizes that his team is looking to solicit pledges from local hospitals, universities, insurance companies, and other private sector entities willing to chip in. He does admit that securing financial contributions in the Philadelphia-area can be “like squeezing a turnip.” On this note, MOTU has identified the up-front costs of bike sharing as one of its biggest worries. 

Hayden says his team hopes to implement Liberty Bike Share in two phases, with the first concentrating on Center and University Cities and the second extending the program up to Temple. Liberty has two companies in mind, Alta and B-Cycle, to operate the bike share. Alta operates the bike sharing programs in New York City, D.C., and Boston, while B-Cycle is responsible for bike sharing in Spartanburg, Chicago, Denver, and elsewhere. Hayden envisions charging members an annual fee of anywhere between $75 and $90.

The UPenn team hopes Liberty Bike Share will complement mass transit in Philadelphia. “We’re looking to deal with last-mile issues,” says Hayden, who’s talking about the distance between a transit or rail stop and someone’s final destination. Indeed, the Penn senior envisions a future where someone can (as an example) take a train to Market East Station and share a bike to get to their final destination. Hayden hopes to work with SEPTA to incorporate bike sharing in with their upcoming New Payment Technology.

Locally, only one borough offers bike sharing. That would be Pottstown, a borough with around 22,000 people in Western Montgomery County. Bike Pottstown, Pottstown's bike sharing program, is run by Zagster, which launched its bike sharing consultancy in Philadelphia under the name CityRyde before moving to Cambridge, Mass last year. Bike Pottstown is a free bike share, which has filled the streets of the borough with 15 eye-snatching yellow bicycles. 

Hayden is unequivocal about the benefits of bike sharing. “Bike sharing is a policy Swiss army knife,” he says. By this, he means it ameliorates a host of policy issues, including healthcare, sustainability, and mobility. He also says that the city already has much of the infrastructure in place to support bike sharing, including the 215 miles of bike lanes he cites. Bike sharing would provide Philadelphia an opportunity to catch up to other American cities, large and small.
