BICYCLE COALITION: Is Kelly Drive trail path ready for four-wheel surreys?

More bikes will be available for rent in Center City
thanks to a new partnership between Philadelphia Parks and Recreation and Wheel Fun, a national franchise that specializes in hourly rentals.
 
Wheel Fun's location in JFK Plaza (Love Park) will open in time for Bike to Work Day (May 18) and be open on weekends until Memorial Day from 9 a.m.-dusk and thereafter daily from 9 a.m.-dusk through the fall.
 
Beyond bikes and tandems, Wheel Fun also rents surreys, or quadracycles -- the kind of four-wheel rides you might see on the boardwalk down the shore -- and double recumbents, . Surreys are restricted to an out-and-back route from Italian Fountain Circle to the Girard Ave. Bridge, but there are definite questions on whether they can co-exist with other users of the narrow, multi-use trail.
According to the Bicycle Coalition: "With or without surreys, conflicts on the Kelly Drive path are a compelling enough argument for relieving trail congestion by improving the bridge link to the Martin Luther King Drive trail."
 
Bike PHL Challenge rolls out today 
Starting May 1, Philadelphia has the chance to show the rest of the country how much it gets around by bike.

The Mayor's Office of Transportation and Utilities is offering 10 in-street bike corrals to interested city businesses. The corrals, introduced by the Bicycle Coalition to the city last September, turns one car parking spot into 14 bicycle parking spots.
 
Application process is open and runs until May 30.
 
Safe Routes Philly is offering a contest to Philadelphia students in grades 2-6 to create a poster that answers the question: Why do I ride a bike? 
 
Winners will be chosen to participate in Philadelphia Bike to Work day on May 18 with Mayor Nutter.
 
This summer, the Philadelphia Streets Department will remove abandoned bikes from Center City and surrounding areas, and the City has opened the 311 call center to collect relevant info. 
 
Abandoned bikes have missing or damaged parts, are in unusable condition and have been locked at the same location for more than a month.

Philly has 2,500 acres for urban farming, crop value of $10M-plus, says Green Space Alliance study

The Pennsylvania Convention Center Annex was filled with the redolent scents of artisanal cheese, creamy gelato, freshly-baked bread and biscotti, and premium steeped tea last Sunday. These scents formed the aromatic calling card for the Philly Farm and Food Fest, which was co-organized by Fair Food and the Pennsylvania Association for Sustainable Agriculture (PASA). One of the highlights of the convention was a panel discussion on the Green Space Alliance’s recent study “Transforming open space to sustainable farm enterprises.”

The panel discussion started with an outline of Green Space Alliance’s (GSA’s) findings, which include recommendations on public outreach, zoning and planning, and urban areas. One of the chief findings is that GSA should extend an arm to local governments, land trusts, and conservancies to generate knowledge about sustainable farming. Under zoning, the study concludes that specific ordinance definitions should be drafted, says Justin Keller, an architect with Simone Collins Landscape Architecture, which prepared the study for GSA. 

Finally, the study advises that incentives be created for urban farms that bolster stormwater management through the elimination of impervious surfaces. It specifically pinpoints urban farms as sources of sorely-needed nourishment in food deserts and job creators in neighborhoods with rampant unemployment. GSA found that the city of Philadelphia has nearly 2,500 acres that can be used for farming, which could yield a crop value between $6.4 and $10.8 million, says Peter Simone, also an architect with Simone Collins.

After Simone Collins presented the study, three panelists offered conference-goers some feedback. Nic Esposito, who farms at East Kensington’s Emerald St. Urban Farm, is interested in the study’s examination of municipal land, as his farm is owned by three different city agencies. While the study looks at both CSAs and farms that donate food, Esposito makes sure to mention that Emerald St. donates all the food it generates from chickens and bees. He also adds that Councilwoman Sanchez and Councilman Green’s land bank resolution in City Council would be an asset for urban farming on vacant land.

Another panelist was Joan Blaustein, chair of the Philadelphia Food Policy Council and a director in the city’s department of Parks and Recreation. Blaustein, who grows food in her own backyard garden, emphasizes the practical nature of urban gardening. Urban gardens “should satisfy the social needs of people in the city,” says Blaustein. She proceeds to give the city a pat on the back for emphasizing urban farms in its Greenworks plan and mentioning it in its new zoning code

The third panelist was Fred DeLong, a project director at the Willistown Conservation Trust and Rushton Farm in Chester County. DeLong differs from the other panelists in that his farm certainly isn’t urban. Nonetheless, he has a similar goal to the study and his fellow panelists. “Willistown Conservation Trust wants to connect people to the land,” says DeLong. He adds that within the trust is the Rushton Farm, which is a natural community-supported agriculture (CSA) within an 80-acre nature preserve.

Philadelphia Zoo creating new sustainable children's center with rare animal breeds

The Philadelphia Zoo might be the nation’s oldest zoo, but it’s ahead of its time when it comes to sustainability.

The zoo began work a few months ago on a new LEED-certified, indoor children’s zoo called the Hamilton Family Children’s Zoo and Education Center, which will house animals hard to find at U.S. zoos. In addition to rare animal breeds, the zoo hopes to include animals that are currently, or are likely to be, affected by climate change.

The zoo is planning to offer a panoply of exotic animals for children, some of which will teach lessons about environmental decay. "There will be a great variety [of animals], providing opportunity for our youngest visitors to engage with animals," reports Dr. Andy Baker, the zoo’s chief operating officer. These animals will represent rare breeds of livestock, sheep, goats, and miniature horses. According to Baker, the youth zoo will also emphasize animals affected by climate change, such as Australian parakeets, tropical butterflies and fish, high-elevation frogs, ants, and even dreaded rats.

The Hamilton addition will include the first LEED-certified zoo building in Pennsylvania. Baker is excited about the zoo’s environmentally friendly approach to teaching children. First of all, he says the project will be sustainable because it will re-use an existing structure, the former pachyderm house. While some new structures will have to be built, they will come equipped with green roofs. Third of all, the children’s center will include a "significant geothermal field" for heating and air conditioning, says Baker. Finally, the facility will utilize rain gardens, and re-use graywater for restrooms.

Baker also hopes to make the new children’s zoo accessible to all types of children, including those with communications and physical disabilities. "Signage will include pictures for autistic kids," says Baker. He also assures that Braille and sign language will be made available for children who are visually- or aurally-impaired. The children’s zoo and education center will also be situated near the entrance of the zoo, which makes it more convenient for children in wheelchairs. Baker makes sure to add that this is part of the zoo’s "tremendous ambition" to enable children to interact with animals.

Expect the Hamilton Family Children’s Zoo and Education Center to open in April, 2013. Baker believes construction will wrap up late this year or early next year, with the remaining few months devoted to opening preparation. Sustainability as it relates to animals and humans will be a central theme, as Baker promises it will include lessons on how people can recycle and use water and energy efficiently.

New Francisville condo development will offer stunning view of Center City

Francisville continues to be a hot neighborhood for development, situated between Center City and Temple University with convenient access to the Broad St. Subway. The latest construction will be a 35-unit condominium complex at 19th and Poplar by local developer Michael Loonstyn. Loonstyn received support from the Francisville Neighborhood Development Corporation (FNDC) and permission from the city’s Zoning Board of Adjustment (ZBA) last week, and looks to be ready to start building in May.

Loonstyn, owner of MJL Properties, will be erecting a four-story condo building along 19th St. between Poplar and Parrish Sts. According to Loonstyn, there will be a 100-seat restaurant on the first floor with indoor and outdoor seating. At this point, Loonstyn is unsure of what kind of restaurant will be put in, although he said it will likely serve breakfast, lunch, and dinner. 

The fourth level of the development will consist of roof decks, which promise an impressive view of Center City. “The property Loonstyn development is working on is at the highest point in the surrounding area,” points out Seth Trance, the design chair for FNDC’s Zoning Committee. He adds that it’s the acme of an area that includes all of Center City and much of North Philadelphia.

The developer re-assures the FNDC that the condo complex will be sustainable. It will include “green roofs, impervious pavers, and trees around,” says Loonstyn. In addition, there will only be 21 designated parking spaces for the 35 units, encouraging residents to use sustainable forms of transportation. To make up for the limited parking, Loonstyn has plans for bike storage. The new homes will also have a Route 33 bus stop right outside, which provides frequent service to Center City. Despite his interest in sustainability, the developer concedes that the condos will not be LEED-certified.

The development sits on an underdeveloped stretch of 19th St., not far from Girard Ave., Girard College, and St. Joe’s Prep. It is one of two triangles, created by the diagonal streets that set Francisville apart from other neighborhoods with grid streets, along 19th that are ripe for redevelopment. There is currently a forsaken building on the site. Loonstyn says he will have to “demolish the entire structure that currently exists.” Some reports have said the site is contaminated with lead, although the developer says he conducted a study that refutes that.

Loonstyn’s development was met with some questions about parking from FNDC members, but received an overwhelming 102 to 24 vote in favor from the community group. He expects to begin work on May 1, with construction lasting about a year. Each unit will take up 990-1,200 square feet. When the condos are ready for sale, Loonstyn anticipates a price tag in the high $100,000s or low $200,000s.

Center City skatepark gets $1M boost, construction to begin in spring

Franklin’s Paine Skatepark Fund (FPSF) will be the recipient of $1 million in Philadelphia Parks and Recreation funds to construct Paine’s Skatepark along the Schuylkill River Trail in Center City. This will give skateboarders a space to dot heir thing in Center City for the first time since they were banned from Love Park. Construction is expected to commence in Spring 2012.

Claire Laver, the executive director of FPSF, is committed to seeing skateboarders get a downtown location to practice their sport.

"Philadelphia has long been synonymous with street skating, but since the banning of skateboarding in Love Park, we have been without a centralized hub," laments Laver. "The skateboarding culture in this city hasn’t been the same since."

Laver is referring to then-Mayor John Street’s forbidding of skateboarding at Love Park in 2002.

Paine’s Park is slated to be by far the biggest skatepark in Philadelphia. According to Laver, there are currently skateboarding parks in Frankford, East Kensington, and Southwest Philadelphia, all of which are between 5,000 and 10,000 sq. ft. In contrast, the proposed park will be greater than 50,000 sq. ft., or more than five times as large as each of the existing parks. FPSF hopes that the size of the park will attract internationally acclaimed skateboarding events, including or comparable to the X Games and Maloof Money Cup.

Despite Paine’s primary function as a skatepark, Laver is confident the park will be useful for non-skateboarders as well. She brags that the park will include a panoramic observation deck with views of the Schuylkill River, Center City, and the Philadelphia Museum of Art. Also, the executive director envisions an amphitheater to support ceremonies for Ben Franklin Parkway events, concerts, and movie nights. Finally, she assures that the park will provide the one million people who use the Schuylkill Trail each year with a place to relax.

As with the recently built Penn Park, Paine’s Park aims to be a model for sustainability. This will include a unique watershed design that will lend itself to environmentally friendly storm- and groundwater control. Despite it being a skatepark, Laver also promises considerable green space. The park will also recycle some materials used in the building of other city projects. Fittingly, this includes "the installation of granite benches removed from Love Park years ago," adds Laver.

The Skatepark Fund makes its case for Paine’s Park from an economic standpoint too. Laver references a 2008 Econsult study, which indicates that Paine’s Park could rake in tens of millions of dollars in direct spending and recreational worth. One reason why this estimate is so high is because of the park’s connectivity to the trail, which means it's an easy walk or bike ride to the art museum, other points in Center City, or University City. Not only will skateboarders be welcomed back into Center City, non-skateboarders will welcome the increased revenue and connectivity.

Center City District's park improvements garner international honor

The Center City District's work on three Center City parks have drawn an IDA Merit Award from the International Downtown Association, a global advocacy group for livable urban centers.

With the help of more than a dozen city and state agencies, foundations and neighborhood groups, CCD made $4.57 million in improvements at Aviator Park and Three Parkway Plaza/Cafe Cret along the Ben Franklin Parkway and Chestnut Park at 17th and Chestnut St.

Aviator Park's new design created a "town green" for gatherings of all sizes. Three Parkway Plaza's renovations included paving, a granite seating wall, benches, plantings of trees and seasonal flowers, pedestrian-scale lights and a 1,200 square foot cafe and information center. Chestnut Park's original gates and concrete tiered fountain were conserved and landscaping was improved.

The award was presented at IDA's annual conference in Charlotte, NC last week.

Still hope for City Council passage of zoning code re-write by year's end

Philadelphia’s Zoning Code Commission unveiled a new timeline that they hope will lead to a modernized zoning code during a six-hour public hearing in front of City Council. The public certainly got to weigh in, as 40 different people signed up to testify, split into thirteen panels of three or more people at a time.

The barrage of public comment not withstanding, the Zoning Code Commission (ZCC) announced its strong desire to pass a new zoning code in City Council by the end of the year. Perhaps no one is more eager to see a new zoning code before the year’s end than Eva Gladstein, the Executive Director of the ZCC. Gladstein is cautiously optimistic about the odds of success. "A number of members of City Council expressed their interest in passing a new zoning code before the end of the year, and we believe that while the timeline is tight, it is achievable," says Gladstein.

From the look and sound of the hearing, City Council members and public testifiers -- including community group leaders, developers, and environmentalists -- support most parts of the zoning code update. However, there are a few sticking points among City Council and the public that might impede the ZCC deadline.

Councilman Bill Green, who many believe may run for mayor some time in the next decade, has raised many of the questions and concerns on City Council. He clarified his concerns by releasing a set of 10 amendments that he feels are necessary for the proposed zoning code re-write. At the hearing, Green complained that his office had not received a revisable copy of the zoning code proposal. Both Gladstein and Alan Greenberger, Acting Deputy Mayor for Planning and Economic Development and a member of the ZCC, claimed they did send the document. 

One of Green’s concerns is that the proposed zoning code does not adequately restrict potentially harmful industry from going into residential neighborhoods. Some of the community groups present seemed to agree with this, as well as other aspects of Green’s amendments. Another complaint, voiced by the East Falls Community Council, was that there was insufficient, albeit improved, participation from community groups in the re-write.

With this in mind, the politicians and the public seemed ready to proceed with an improved zoning code. Speaker after speaker seemed to delight in commending the ZCC for its hard work in drafting sorely needed zoning reform. Even hesitant City Council members, like Green and Brian O’Neill, acknowledged that the zoning code needed to be modernized. Thus, it's not if, but when the zoning code reform will pass. Many hope it will be by year’s end, but that’s not a guarantee.

A taste of heaven for Kelly Drive's bikers, joggers and boaters

How perfect is a summer night at a cafe on the bank of the river? "It's a dream come true," says Peg Botto of her newly opened Cosmic Cafe at Lloyd Hall. Located at the beginning of Kelly Drive just across from the Azalea Garden, Cosmic Cafe opened this spring, thanks to a collaborative effort by Botto and Fairmount Park, and it's set to continue operation year round.

"There's always been a cafe at Lloyd Hall," explains Mark Focht, Executive Director of the Fairmount Park Commission. "Peg Botto's sustainable approach to business meshed very well with the Parks and Recreation mission." Botto, whose previous retail outlet was at the Chestnut Hill Farmers Market, also runs Cosmic Catering. With the fully outfitted new kitchen at Lloyd Hall, Botto can run both the cafe and catering operation on site. Botto saw right away that the space would be great for catering, with lower and upper outdoor decks, plus an upstairs room. In all, Cosmic Cafe can hold up to 250 people for private events.

Open seven days a week from 8 to 8, Cosmic Cafe offers the kind of healthy food athletes crave, including organic produce, eggs and poultry, nitrate free bacon and locally baked bread. On a recent visit, smoothies, watermelon gazpacho, baked goods and a full range of sandwiches were on the menu. Several nights a week, there's live music, and Botto also barbecues several times a month out on the deck. "It's right on the river. You can't get any closer than that."

Botto says that she worked on the Lloyd Hall RFP for about 4 months, and she won the contract from a pool of ten applicants. After an $85,000 kitchen makeover and the hiring of about a dozen staffers, business is good. "We pay rent to the city plus a percentage of the gross," says Botto, who adds that these costs are in line with what she would pay for a similar space elsewhere. But nowhere else offers a constant stream of bikers, walkers, joggers, rollerbladers and tourists, whose stars are cosmically aligned for an alternative to the hot dog and ice cream carts of Kelly Drive.

Fairmount Bikeway Trail keeps getting better

Bicyclists in the Philadelphia area have been buzzing for ages about the continued development of the ultra-popular Schuylkill River Trail, which in about five years time should be a fully accessible and continuous trail running all the way from Bartram's Garden to Schuylkill County. To be sure, the eventual completion of the 130 mile trail is a goal that is both ambitious and high-reaching. But on a chilly and overcast day in mid-March, Mayor Nutter and various members of the Bicycle Coalition of Greater Philadelphia were on-hand at a groundbreaking ceremony that marked the beginning of yet another small step towards the successful completion of that goal.

The Fairmount Bikeway Improvement Project was the enterprise being celebrated at the groundbreaking; the project's aim is to make a series of major improvements to the Fairmount Bikeway trail, which is the section of the Schuylkill River Trail between Falls Bridge and Ridge Avenue. As Mark Focht of Philadelphia Parks & Recreation says, "I'm not sure when this section was originally built, but it really doesn't meet the standards of the trails as we construct them today."

The plan, says Focht, essentially involves making the trail both wider and safer. Currently, the width of the trail varies between roughly six and 10 feet, and that'll be expanded to a width of between eight and 12 feet when the project is complete. As for the portion of the path that runs alongside the roadway - Focht describes it as little more than a glorified sidewalk - it'll be made considerably safer by the addition of a guiderail, which will be smartly positioned between the widened trail and the nearby traffic. Portions of the trail will also be sloped to allow for proper water drainage. The project is expected to be complete this June.

SEPTA receives $6.4M in federal grants to develop transit asset management system

Pennsylvania Senator Bob Casey announced last Tuesday that Pennsylvania would receive $47 million in federal transit and infrastructure grants as part of the Federal Transit Administration's State of Good Repair program. As SEPTA updated its hybrid bus fleet two years ago, the lion's share of the funding went to Pittsburgh's Allegheny County Port Authority for a clean diesel fleet of their own. But SEPTA didn't come away empty handed, receiving $8.1 million for two infrastructure improvements a long time coming.

The first grant will revamp SEPTA's Parkside Bus Loop, helping reconnect this West Philly neighborhood. But the second, more universal improvement will aid in future upgrades. Using $6.4 million, SEPTA will install an asset management system to aid in record-keeping as many of Philadelphia's transit assets come up for repairs.

"A lot of our infrastructure dates back to the early 1900's and were taken over from other private companies," says SEPTA CFO Richard Burnfield. "What the FTA was trying to focus on is knowing what you have out there in the field before you can make an assessment as to what your overall needs are, coming up with a plan for when things should be replaced."

The system will help SEPTA keep better records so when funding is available, the authority can make a more organized, more compelling case for further federal dollars as the fleet is upgraded.

"Right now, we do a very good job of managing our assets so while the records are not as computerized as we'd like them to be, we have so much knowledge within our engineering staff that I feel we make excellent decisions," says Burnfield. "But I think this will help us going forward so we can do a second check on things as our staff reaches retirement."

Amtrak stops at 30th Street Station to announce high-speed rail plan

In science fiction novels and books about the future, a few technologies are boilerplate: flying cars, meals in pill form and the ability to teleport instantly from place to place. National commuter rail company Amtrak took another step toward teleportation on Tuesday with its announcement of a high-speed rail vision plan. In Tuesday's news conference from University City's 30th Street Station, with Governor Ed Rendell on hand, Amtrak officials laid out their goal to create a line with average speeds well over 130 mph, saving passengers between one and two hours on average.

"Amtrak is putting forward a bold vision of a realistic and attainable future that can revolutionize transportation, travel patterns and economic development in the Northeast for generations," says Amtrak President and CEO Joseph Boardman.

The plan, entitled A Vision for High-Speed Rail in the Northeast Corridor, proposes a full build-out to be completed by 2040. Its construction, Amtrak says, would create more than 40,000 full-time jobs annually over a 25-year period, building new track, tunnels, bridges, stations, and other infrastructure. Predictably, the cost for such a project is high, $4.7 billion annually over 25 years. But Amtrak's feasibility studies peg the Northeast as a "mega-region" capable of drawing the type of rail traffic to make such an investment profitable. And with some premier legislative voices like New Jersey's Frank Lautenberg and Massachusetts' John Kerry already voicing their support, we may be teleporting out of 30th Street Station sooner than we think.

"Amtrak's High Speed Rail plan will create jobs, cut pollution and help us move towards a modern and reliable transportation system network in the Northeast," said Kerry in a recent statement. "As countries around the world continue to build out their transportation systems, we
cannot afford to fall further behind. This is an important down payment on the massive commitment necessary to bridge our infrastructure gap."
