City Planning Commission hosts 'Visions for our Metropolitan Center'

On June 17 at the Center for Architecture, representatives from the Philadelphia City Planning Commission (PCPC) will be joined by the Citizens Planning Institute, local developers and public officials to discuss "Visions for our Metropolitan Center."
 
A large portion of the conversation will center on the recently completed Central and University Southwest District Plans, which cover the area between the Delaware River and 40th Street, and from Girard Avenue to Washington Avenue. With 335,000 jobs and 120,000 residents, it's the largest job center in the region and the third-largest residential downtown in the country.
 
With 18 district plans in some stage of development as part of the Philadelphia 2035 comprehensive planning process, planners were looking for a chance to highlight their latest ideas. 

"The [district plan roll-out] process can get a bit repetitive," says Laura Spina, Center City Planner for PCPC. "For the Central and University Southwest District plans, we wanted to make the presentation a little more lively."

The program also includes a talk by Pearl Properties’ Jim Pearlstein and the graduation of another class of Citizens Planning Institute students, the education and outreach entity of the PCPC.

It's ribbon-cutting time at Paine's Park, Philly's new skateboarding mecca

On May 22 from 4 to 6 p.m., the Philadelphia skating community will converge on brand new Paine's Park for a ribbon-cutting ceremony. The park, which incorporates sustainable design elements while accommodating both pedestrians and skaters, is already garnering national attention as the first -- and largest -- open space in the country designed specifically for skateboarders.

Franklin’s Paine Skatepark Fund Executive Director Claire Laver says the ceremony is particularly significant considering the project's long history.

"It's a momentous occasion," she says. "After nearly a decade of planning and fundraising, we’re finally opening the park."
 
The park cost $4.5 million to build; the money was raised through a variety of funding sources. To help with the finishing touches, the Fund launched a Kickstarter campaign earlier this year, earning over $10,000.

The design also accommodates pedestrians and other uses; it features pedestrian seating areas, a 360-degree observation deck, an amphitheater for outdoor events, and connections to the Benjamin Franklin Parkway and Schuylkill Banks. In a nod to other public spaces popular among skateboarders, the design incorporated reclaimed granite slabs from LOVE Park and eight benches from Dilworth Plaza.

A number of events are already lined up for the space. On Go Skateboarding Day (June 21), the Zumiez Couch Tour will swing through Paine’s Park as part of their nine-city tour; in October, the park will host the finale of the second annual Philly Cup Skateboard Series.

"More Park, Less Way" says action plan for the Benjamin Franklin Parkway

Over the last 15 years, the Benjamin Franklin Parkway undergone dramatic changes. New museums, bike lanes, trees and pop-up cafes have all been added to the iconic Philly boulevard. 

On February 4, the Philadelphia Department of Parks and Recreation will unveil their latest plan for the Parkway: "More Park, Less Way: An Action Plan to Increase Urban Vibrancy on the Benjamin Franklin Parkway." 
 
Since last Spring, Parks and Recreation -- in conjunction with Penn Praxis and the Penn Project for Civic Engagement -- has been working with the community to develop guiding principles for low cost, big impact improvement projects that can be implemented in the short-term. Four community meetings were held in late July.

According to Patrick Morgan, chief of staff to Parks and Recreation Commissioner Mike DiBerardinis, that information was incredibly influential in devising the final plan. "The planning process was guided and informed by citizens," he says. "We heard a lot of exciting ideas." Those ideas included adding more pedestrian amenities, improving connections to surrounding neighborhoods, greening improvements and increasing accessibility.

More details will be announced at the plan’s unveiling, which will be held at the Academy of Natural Sciences (1900 Benjamin Franklin Parkway) at 5:30 p.m.

Broad Street Makeover: An urban design competition yields innovative ideas

It's been almost 20 years since the Avenue of the Arts, Inc. (AAI) was founded to oversee the growth and development of Broad Street from Washington Avenue to Glenwood Avenue. As successful as the organization has been in creating a dining and entertainment destination centered on performing arts, there’s been a growing consensus that the area's image needs an update. 

To do this, AAI has partnered with the Pennsylvania Horticultural Society (PHS) to launch a "New Vision for South Broad Street" competition. The goal is to continue the thoroughfare's original purpose as an arts and entertainment district but with a modern take. Ten architectural and landscape firms submitted ideas, and four were chosen as finalists. Those firms showcased their ideas last week at the Bellevue.    

The final teams—Bohlin Cywinski Jackson, Cairone & Kaupp, Inc., Jonathan Alderson Landscape Architects, Inc. and LRSLA Studio—were tasked with developing contemporary, implementable plans for improving the Avenue’s streetscape.  They were asked to specifically consider innovative uses of light, sound, transportation, navigation, ecology, and economic and residential development. While the goals were the same, the firms’ ideas weren't.

For Jonathan Alderson, founder of Jonathan Alderson Landscape Architects, putting forth an implementable vision was the crux of his firm’s plan. "We wanted to put forth ideas that can happen soon—that are actually do-able," says Alderson, whose vision features the low cost installation of moveable, locally manufactured planters, pop-up performance squares, LED lanterns, bike lanes and mobile light displays. 

For Bohlin Cywinski Jackson, thinking big was the priority. "We saw this competition as a chance to put forth a plan to unite all neighborhoods along Broad Street, from the Navy Yard to Cheltenham Avenue," explained L.B. Young, an associate with Bohlin. "For this reason, our proposal features a number of small and big moves that together create a cohesive identity, so that no matter what part of Broad Street you’re on, you know you’re on Broad Street." Bohlin’s ideas ranged from creating open spaces and rethinking the Avenue’s branding to installing light wells that connect to the underground subway and tying in side streets with lighting and pedestrian connections. 

There were a number of ideas that all four teams seemed to agree on—chief among them activating the Avenue with art.  "It’s called the 'Avenue of the Arts' yet all the art is inside," said Ashley DiCaro of the Cairone & Kaupp, Inc. team. To mitigate this issue, DiCaro’s team (along with the other three) presented plans for turning the buildings inside out, bringing the art to the street. Pop-up performance spaces, large art installations and outdoor concerts were common features in each team’s vision. 

With the public’s interest now piqued, the four teams will officially present their visions this Wednesday, November 14 to a panel of judges and AAI representatives.  A winner will be announced six days later, and by the start of 2014, AAI hopes to begin implementing the winning design.

With groundbreaking of Paine's Park, Philly positioned to again capture skateboarders' attention

The wait is over.

, the $4.5 million, 2.5 acre mixed-use skatepark/plaza along the Parkway, officially broke ground last week. This park has long been heralded for its grass roots collaboration with high levels of government; its unique, sustainable design meant to accommodate both pedestrians and skaters; and because it is considered to be the first open space in the country designed specifically with skateboarders in mind.  But with high profile attention already coming to the Park, (the Tony Hawk Foundation recently donated $25,000 for construction purposes), organizers are setting goals high for its future.
 
“We want to bring national and international events to Paine's Park,” says Claire Laver with the nonprofit Franklin’s Paine Skatepark Fund. “Thanks to Philly’s well organized skateboarding community in conjunction with the well-oiled Philadelphia Sports Congress, we have a lot going for us to achieve our goals.”
 
To this end, Laver says the park is built for large events – one of the main features of the new space is an amphitheater that seats 300 people and can accomodate up to 3,000 with portable bleachers. She says the permanence of these features is what will draw international and national event organizers.  “We can cut out a lot of the red tape that national organizers face when putting their events together.”   
 
Laver and others have their eyes set on large events like the X Games, which came to Philly in 2001 and 2002 but has not come back since.  But she also expects the Park will be perfect for smaller venues. 
 
“The first annual ‘Philly Cup Skateboard Series’ was held at various sites across the City," says Laver. "In the future, we expect Paine's Park will be utilized for this event as well as other amateur and local events put together by the large skating community here in Philly.”     
 
While no events have officially signed on to utilize the new space, Laver expects big announcements like these will come with time, especially once the Park opens and people clearly see its design and associated possibilities.    
 
The Park will undergo two phases of construction, taking a typical break during cold winter months.  It will be completed by May, 2013.

New pedestrian scale lighting adds vitality, safety to Chinatown, Old City, Washington Square West

Ever walk a city block in Philly at night and wonder what gives that piece of street a sense of place? All too often, it’s the details that deliver; small fixtures or amenities in the urban realm that cater to the pedestrian user. Over the years, the Center City District has understood the importance of high quality pedestrian features on city blocks, something that hasn’t escaped their priority list to this day. More recently it has installed 124 pedestrian-scale light fixtures in three areas of Center City: Chinatown, Old City and Washington Square West.   
 
In Chinatown, ornamental pagoda lights were installed in the 900 and 1000 blocks of Arch Street plus 10th Street between Arch and Race Streets.  New lights were also added along Eighth Street between Market and Filbert Streets. 
 
In Old City, the CCD added pedestrian lighting to two blocks on Third Street between Market and Race Streets. And in Washington Square West, new lighting was added to the 1000 block of Spruce, and on 11th and 12th Streets, between Spruce and Pine Streets.
 
These recent improvements are the latest in a series of lighting installments the CCD has been implementing since 1996.  In all, $24 million has been spent and 2,179 ornamental lights have gone up, mostly around Rittenhouse, Washington and Logan Squares.  With 2/3 of all blocks finished in the district, CCD is always strategizing on where to implement the next round of lighting improvements.   “Our goal is to finish the balance of the blocks in the CCD,” explains Paul Levy, President and CEO of Center City District.
 
The purpose of the program has always been to “add vibrancy to the streetscape, improve safety and encourage people to visit businesses and restaurants,” says Levy.  Lighting is particularly important in fostering the ’24-hour downtown’ that Center City already is, a status Levy and others want to maintain and strengthen. 
 
Expect other parts of Chinatown and undeveloped areas within Center City to continue seeing pedestrian lighting improvements as development occurs.  “Since most of the remaining (unfinished) blocks are in areas where new development is still occurring, we usually partner with developers when they complete their projects,” says Levy, who says CCD's efforts to cover all blocks will be complete within five years.

Center City�s effort to increase visibility and access of regional transit nears completion

Branding your city, whether through logos, trademarks or historical importance, helps convey a place’s cultural values, but is also essential in competing for desirable tourism and investment dollars.  When communicating this brand, the details matter, right down to the signage systems employed at neighborhood levels.  Philadelphia already has high quality, unified walking and vehicular wayfinding signage systems that were long ago established.  More recently, the Central Philadelphia Transportation Management Association (CPTMA), in partnership with regional transit service providers, set to increase visibility of and access to Philly’s multi-modal, regional transit system as well, and visually link it to the City’s existing wayfinding systems. 

CPTMA’s goal was simple: create a single brand of Philly’s transit systems by highlighting and unifying access to underground transit in Center City.  The ‘highlighting’ part has come in the form of visually intriguing, green back-lit “lollipop” signs that mark entrances to Philly’s 3.5 mile underground concourse system that links together the subway, trolley lines and regional rail.  The ‘unifying’ part has come in the form of the “lollipop” signs, but also information at the surface as to which train lines users can access at each stop; information about the Walk! Philadelphia and Direction Philadelphia sign systems that can be followed by pedestrians and cars; and below the surface, maps of the 3.5 mile underground concourse as well as attractions found above ground around each stop.  By the end of September, after years of implementation efforts, the signage system will officially be complete.

Selling the brand wasn’t always easy, according to Paul Levy, President and CEO of Center City District (CCD).  When CCD originally approached SEPTA and PATCO about creating a unified signage system to be shared by the two transit authorities, all parties were on board.  But, as Levy describes, neither party wanted to erase their individual identity.  Through a series of negotiations and back and forth conversations, the transit authorities and CCD eventually reached a compromise to retain each transit providers brand, but on unified physical signs.  Thus the green “lollipop” and associated directional signage came to be.  All parties: pleased; a unified brand: defined.    

Today, with nearly 90 percent of signs installed, Levy owes a great deal of thanks to a number of property owners and their “willingness to share the cost of installing the system adjacent to their buildings,” likely because they understood the benefit of the unified system.  And he hopes more potential partners will come on board in the future.  “We’ve shared the system with Temple, Drexel, Penn and the University City District and have encouraged them to extend it.”

Philly hotels seeing record occupancy numbers in 2012

The Philadelphia hospitality sector is having a big year – a really, really big year.  During the first six months of 2012, Center City hotels reveled in a state of 75% occupancy – the highest clip of any year dating back to 2000 when data became available.  And with new hotels opening up seemingly every few months, additional arrivals in the pipeline and record daily rates being met, outside investors are taking a second look at the City of Brotherly Love, something local boosters welcome with open arms. 

A number of factors are contributing to Philly’s record numbers, all of which seem to have serendipitously come together at once.  “Philadelphia is an overnight sensation,” explains Meryl Levitz, president & CEO, Greater Philadelphia Tourism Marketing Corporation (GPTMC), who believes a lot of public and private investment in the leisure and hospitality market are finally paying off.  “People began believing in hospitality as they saw its effects. Now we have partnerships with universities, law firms and other corporations who see it as an advantage to promote Philadelphia to their audiences.”

Since then, Philadelphia has been reaping the benefits, seeing record visitation (38 million domestic visitors in 2011), increased marketing efforts nationally and internationally, and better restaurants, museums, attractions and activity. 

The cause-and-effect relationship at work here is simple, explains Levitz.  “With more attractions, more marketing and more conventions comes more hotels -- and they bring national advertising and national reservation systems. The same holds true with airlines.  Virgin America and Alaska Airlines are the latest to start bringing business into PHL.” 

To keep with momentum, Center City hotels have, at once, all seemed to improve themselves as well.  Notable examples of this include the landmark Latham Hotel which reopened after a total renovation of all 139 guestrooms and lobby, the rebranding of the Crowne Plaza into the Sonesta Hotel Philadelphia, and the Sheraton Society Hill Hotel’s full overhaul, all completed within the past few months.

What does this all mean in terms of economic development for Center City and the region?  According to Levitz, there are billions of answers to this question.  “In 2011, the Greater Philadelphia tourism industry generated $9.34 billion in economic impact, an increase of 7.5% from 2010,” adds Levitz “this equates to visitors generating an economic impact of $26 million a day.”   Plus, all of this spending supports 86,498 jobs, with a total paycheck of $2.85 billion.  

That’s big numbers for Philly and GPTMC, who hopes to keep the hospitality market humming.  Levitz believes to do so is imperative for a higher quality of life in Philly.  “The success of the hospitality market touches so many aspects of life that residents care about—culture, transportation, dining.  It boosts the intangibles, like the city’s image, and optimism about the future.”

With the addition of the boutique Hotel Monaco Philadelphia in October and Home2 Suites Philadelphia next year, it seems the future has never looked better.

Flying Fish Brewery moves into new digs, quadruples in size

On July 10, after 15 years, 11 months, and 1 week, New Jersey's own Flying Fish Brewery officially shut down production at its Cherry Hill digs in preparation for their move into a new high tech brewery in Somerdale, Camden County.  The relocation quadruples the brewery’s size and will allow them to meet demand, something they haven’t been able to do in Cherry Hill.  Driving this demand are a number of specialty brews the company has become known for over the years, none moreso than their popular “Exit Series” brews that are named for New Jersey Turnpike exits.   

After announcing their move late last year, the brewery has been busy building out their new space, with efficiency and sustainability in mind.  First off, according to he building is a great example of adaptive reuse.  "It was built in the late 1960s and was originally a pressing plant for Motown records," explains owner Gene Muller.  Plus, the building is outfitted with a solar panel farm on the roof that will supply a good portion of the structure's electric.  Rain gardens have been installed on the grounds and will capture 15% of the storm water off the roof and funnel it to the garden, allow it to slowly seep into the water table instead of running into the nearby Cooper River.  "Everything with the building has a focus on sustainability," Muller suggests.   

Other site features include a state-of-the-art 50 barrel German-manufactured brewhouse, 150 barrel fermenters, and upgrades in virtually every aspect of the brewery.  Comparatively, the Cherry Hill brewery only contained 25 barrels and 50 barrel fermenters.   

Once Flying Fish is up and running, owners have indicated plans to reinstate their popular brewery tours.  Muller isn't sure when the tours will start up again, but says "not before October" due to impending legislation regarding strict state laws limiting how companys like Flying Fish can sell alcohol.  For example, laws, some of which have been on the books since Prohibition, state that New Jersey microbrewers are not allowed to offer product samples outside their brewery, something Flying Fish and other believe has to be amended.

Recently, the company has been active in getting these laws repealed, and supported a bill that just passed in the New Jersey state legislature.  It now sits on Governor Christie’s desk, awaiting his approval.  The way Flying Fish sees it, passing this bill will help small brewers improve tourism opportunities and cut needless red tape that hinders their ability to expand in the future.  And perhaps more importantly, Muller indicates if the legislation passes, more jobs will be created too.   "If it passes, we would hire staff so that we could be open to the public for tours several days a week."

New Benjamin Franklin Parkway Action Plan aims to improve pedestrian experience, connectivity

The Benjamin Franklin Parkway is one of Philadelphia’s most famous and beloved stretches of street.  And for good reason: aside from its name, which reminds us of one of Philly’s most admired citizens and America’s most important founders, the boulevard connects some of the most important arts and cultural institutions in the City.  
 
In an attempt to elevate its pedestrian experience and neighborhood amenities with its already high cultural offerings, the Philadelphia Department of Parks & Recreation, in conjunction with Penn Praxis and the Penn Project for Civic Engagement, is putting together an Action Plan to improve the Parkway's overall appeal.  
 
Between July 23-31, community meetings will be held to discuss improvements, programs, and projects that the public would like to see along the Parkway.  “Since we are just starting the planning process, we are very open to being informed by the process and by the public,” explained Patrick Morgan, Chief of Staff to Department of Parks and Recreation Commissioner Mike DiBerardinis.  But with that said, Morgan notes than the Action Plan is being directed by a few guiding principles, placing emphasis on actionable items and projects that can be attained within the next few years.
 
And with Parks and Rec and Penn Praxis fueling this effort, expect real, tangible results to come from the process. “The great thing about this planning effort is that ideas that are generated out of it have a structure and core groups of leaders to help actually make them happen,” explains Morgan.    
 
According to Morgan, the Parks and Recreation Department has already been working on humanizing the pedestrian experience along the Parkway.  Improvements thus far have included better pedestrian crossings, new bike lanes, and new street trees.  Amenities, such as pop-up playspaces, new concessions, and bike rentals, have also recently been added.  And right smack-dab in the middle of the Parkway, Logan Square’s beautiful new Sister Cities Park offers a great model for what can be attained along the rest of the street. The Action Plan aims to compliment these successes, and take the Parkway’s pedestrian experience to new heights.  
 
The Action Plan will help bring definition to the Parkway’s main function, something that has been in a constant state of flux. Created in 1917, the Parkway is the City’s most prominent example of the City Beautiful Movement, an early 1900s urban planning idea that aimed to introduce open spaces, boulevards, and greenery into American cities, places seen as dingy, dirty, and crowded at the time.  The Parkway was originally modeled after the Champs d’Elysees but has instead become the center of some of Philly’s most important arts and cultural institutions.
 
This contrast explains why the Parkway has struggled to define itself.  Is it an open space first, an against-the-grain thoroughfare meant to get from Point A to B, a tourist mecca for art lovers, an active urban Parkway?  Pedestrian and connectivity improvements are a must in any urban environment; this is a given.  And its great the Action Plan aims to improve these features.  But what is the Parkway’s central function, and how flexible is it going to be to achieve that end?  This needs to be the first question answered during the Plan’s community outreach process so that any improvement or programmable amenity that is implemented goes towards an overarching purpose in defining the Parkway’s future.

U.S. Forest Service working with Pennsylvania Horticultural Society to study Philly�s "urban forest"

One might not expect to hear the U.S. Forest Service and Philadelphia mentioned in the same sentence. Yet, the federal agency has recently taken an interest in studying the city’s tree life, and is working with the Pennsylvania Horticultural Society (PHS) and the Department of Parks and Recreation. Researchers have begun examining trees all across the city, in neighborhoods and in Fairmount and Pennypack Parks, and expect to work through the summer. This is all part of the agency’s new Philadelphia Field Station. 

Specifically, the agency is looking to gather data on the condition, size, and variation of local trees. This will enable the Forestry Service to generate hypotheses on the sustainable benefits of trees.

“We will be defining extent and dollar value for energy conservation, reducing air pollution, and greenhouse gas reduction,” says Phil Rodbell, a member of the Forest Service’s Urban and Community Forestry unit. Also, the study will analyze local trees’ susceptibility to pest threats and climate change. 

The Forest Service has identified over 400 tree sites scattered throughout the city, 40% of which are in city parks, says Rodbell. “We are in the field now,” says Rodbell, adding that his crew began doing research on 60 such sites last week. PHS has recruited interns for the study, and is housing the federal agency. The partnership between the national and the local was solidified at PHS’ Flower Show last year, when the head of the Forestry Service formally announced his commitment to local trees.

Philly’s Parks and Recreation and Water Departments are also involved. Parks and Rec is educating interns about invasive vines, shrubs, and plants, while the Water Department has handed over home addresses of Philadelphians whose trees get selected for study. Before the Forestry Service can study private trees, they have to obtain permission. 

The Forest Service has started a similar initiative in New Castle County, Delaware, working with the Delaware Center for Horticulture, New Castle County, and PHS, as part of the Plant One Million effort. The Forestry Service’s attention to Philadelphia and Delaware falls under its Northern Research Station, which is based in Newtown Square and covers 20 states in the Northeast and Midwest.

Camden County looking to implement area's first county-wide bike sharing program

While bike sharing has caught on in American cities as large as New York City and as small as Hollywood, Fla., it has yet to catch on in any large way in Greater Philadelphia. While Montgomery County’s Pottstown and Camden County’s Collingswood do have bike sharing programs, they are two of a kind in the Delaware Valley. Despite the efforts of many, no such service exists in Philadelphia. However, various boroughs and cities in Camden County are looking to build off of Collingswood’s success and offer the first cross-county bike sharing service in the region in a project conveniently known as BikeShare.
 
The Camden County Division of Environmental Affairs is working with the national bicycle advocacy group Rails to Trails Conservancy to expand upon Collingswood’s popular bike share. BikeShare organizers currently have 250 bicycles, although many are in need of maintenance, says Jack Sworaski, the director of the Division of Environmental Affairs. Sworaski adds that a few of the bikes might be beyond salvage, in which case they’ll be used for parts. 

While Sworaski can’t give a definitive timeline, he says that “in the coming months, a few locations will be up and running" and anticipates more growth in the fall and next spring. He’s ambitious, as his overarching goal is to make BikeShare available for all Camden County residents. Sworaski says rates for joining BikeShare will depend on each individual municipality. For example, lower-income communities will have far cheaper rates to join than will affluent neighborhoods. This is to make the program accessible to all neighborhoods, regardless of wealth.

BikeShare will likely be used for recreation in some areas and commuting in other parts of the county. In more affluent  boroughs, Sworaski sees bicycles being used for fun by people who have access to private automobiles or the train. However, “for others, particularly in the City, where many residents do not own cars, a bike will provide the means to get to work, school, or other community events,” he says. The director makes sure to add that this will encourage an active lifestyle, benefit the environment, and save participants money, regardless of why they’re using BikeShare. 

The organizers of the bike sharing service are also working with Camden youth to repair their bikes and teach safety. Sworaski says the timing is ripe with summer around the corner. Also, BikeShare architects are working with the CYCLE program to teach children about bike safety and repair. This is a one-month program that will pair kids with trained bike instructors to make sure that they enjoy riding safely and know how to make repairs.

Philly Painting: Money follows art as Haas & Hahn transform Germantown Ave.

It's not your typical tourist destination, but a stretch of lower Germantown Avenue is now in the process of becoming world famous. This week, Mural Arts Program kicked off Philly Painting, led by Dutch artists Jeroen Haas and Dre Urhahn, AKA Haas & Hahn.

"The first part will go on from where we are standing now as far as you can see," said Urhahn, pointing north from the corner of Germantown Avenue and West Huntingdon Street. The One+Seven Variety Store, owned by Mrs. Tokhui Kelly, is the starting point for the massive 100,000 square foot project. The corner store at 2601 Germantown Avenue has been transformed with blocks of color Kelly chose from a palate of 50 options offered by the artists. "I chose bright colors," says Kelly. "Everybody pays attention. It helps this neighborhood look good."

Urhahn says he and Haas settled on the fifty color set by doing a photographic analysis of the city of Philadelphia, choosing hues most commonly seen on the streets. Each building owner has the option of selecting color combinations. "Some are not interested, and some think it's important. They might come back twenty times, while other shop owners tell us just to make something nice."

Located just steps away from the Village of Arts and Humanities, the Germantown corridor project has hired a paint crew of 21 local young people, but this summer, Elizabeth Grimaldi, director of the Village, says she'll be running a free summer camp to attract some of the 1800 kids in walking distance of the project.

Mayor Michael Nutter stopped by for Wednesday's kickoff, and highlighted $3.5 million in improvements to the Germantown Avenue corridor, funded mostly by the Department of Commerce and assisted by the Planning Commission. The project was among those funded by the Knight Arts Challenge.

"In reality," adds Urhahn, pointing to cracks in one store's facade, "these buildings need a lot of attention. But this project is the first step to more businesses coming in, and more money moving around."

Sister Cities Park opening brings a slice of the Wissahickon and a piece of Paris to the Parkway

Historically, Center City has been defined in part by its four outlying squares, which are Rittenhouse, Washington, Franklin, and Logan. However, Logan Square has long been an anomaly because of its circular shape. While Logan Square is fabled for its fountain, it has lacked some of the park-like characteristics of the other three squares. The Center City District (CCD) saw the need to expand on Logan Square and rehabilitate Sister Cities Park at 18th and the Parkway. This facelift was complete last week, and Sister Cities is now open for relaxation, lunch, and sailboats.

Sister Cities Park is unique because it brings a Wissahickon Valley-themed landscape, a Parisian-style café, and a children’s sprayground to Center City. The sprayground, which has the names of Philadelphia’s 10 sister cities etched in it, is a great alternative to Logan Circle for children to cool off. Families and other park-goers can grab a few bites to eat at the Milk and Honey Café, which is the offspring of West Philly’s Milk and Honey Market. Here, they serve French-style sandwiches and  pastries. The Independence Visitor Center also has a satellite branch inside the café.

The rear of the park is perhaps most impressive, as it includes a miniature boat pond, streams, and a rugged rock-filled landscape evocative of Northwest Philly’s Wissahickon Valley. The local architecture firms DIGSAU and Studio| Bryan Hanes collaborated to design Sister Cities, along with Pennoni Engineers, says Paul Levy, the president and CEO of the CCD. The Philadelphia Wooden Boat Factory, which is an organization in Frankford that teaches children from Frankford, Kensington, and Port Richmond about maritime life, will provide youth-made sailboats for the pond. 

The Center City District has been the driving force behind Sister Cities Park, and will provide management and maintenance of the space. "This will be maintained and run in a first-class manner," says Levy, with a blast of conviction in his voice. The CCD will be employing sustainable techniques to maintain the park, such as dumping ladybugs to preserve the plant life. Ironically, the ribbon-cutting for Sister Cities took place exactly a year after the international park’s groundbreaking. As with many CCD projects, the park was finished quickly and efficiently.

Dignitaries cut the ribbon at Sister Cities this past Thursday in an event that featured plenty of participation from local K-12 students. The Friends Select School Choir roused the crowd with their singing and instrumentation, while younger kids from the Russell Byers Charter School put the ceremonial first boats from the Wooden Boat Factory into the pond. Speakers, which included Mayor Nutter, Paul Levy, and the Knight Foundation’s Don Kimelman were clearly wowed. "There’s a very heartening view across Logan Square and to Aviator Park," said Kimelman.

The transformed park is a testament to the sense of connectedness that Philadelphia shares with its sister cities. Representatives from the Israeli, Italian, and German consulates were on-hand at the ribbon-cutting to offer their appreciation and wince at the speaker’s pronunciation of their names. The park honors sister cities in Cameroon, China, France, Israel, Italy, Japan, Korea, Poland, and Russia. It was first opened in 1976, but became a homeless hangout and never caught on with the general public.

Spiga gives growing culinary hotspot Midtown Village an Italian dining option

Thanks to the work of Marcie Turney and Valerie Safran, Midtown Village is quickly becoming a dining destination. Earlier this year, we told you about their newest restaurant, Jamonera, which is a Spanish-style tapas bar on 13th St., just south of Chestnut. Now, this gastronomical blitz is extending to Locust St. in Midtown, as the casual Italian restaurant Spiga opened this past weekend. Spiga is co-owned by Anthony Masapollo, who is also know for Le Castagne in Rittenhouse and La Famiglia in Old City, and the executive chef is Brian Wilson.

Masapollo is elated to be a part of the Midtown Village community. “We sat outside El Vez, and I thought to myself, ‘this is where I want to be’,” says Masapollo. He adds that he loves the community feeling in Midtown. He made sure to join the Midtown Village Merchants Association last week. The partner is also planning on working with other businesses, such as the 12th St. Gym, to do outreach. Masapollo says that another perk of being in the neighborhood is that it connects Le Castagne and La Famiglia by providing a midpoint. 

Spiga, which translates to stalk or stem, can best be described as a casual Italian restaurant. Chef Wilson’s menu items include pasta, pizza, burgers, and steak, fish, and pork chop from the eatery’s two wood-burning grills. Masapollo is especially proud of the wood-fired grills. “It’s like cooking outdoors,” he says. For those with wheat allergies, gluten-free items are also available. Patrons are encouraged to share menu items. Spiga also has a bar on the premises, which serves up wine and cocktails. 

The restaurant is located at 1305 Locust St., which is convenient to PATCO, the Broad St. Subway, and a parking lot. Before Spiga, the location housed a few LGBT-themed lounges, the last of which was JR’s Lounge. Masapollo says he and his business partners had been looking to create Spiga for quite a while. He says they first set their sights on the Locust St. location last summer. 

Spiga seats 70 people between the main dining room and the bar. They are generally open until 10 PM on weeknights and 11 p.m. on weekends, although they are closed on Mondays and close early on Sundays. In addition to Masapollo and Wilson, Skip DiMassa and Giuseppe Sena are co-owners. Entrees generally cost between $12 and $30, while some appetizers cost as little as $4.
