First Quaker meetinghouse in 80 years set for Chestnut Hill-Mt. Airy border

Philadelphia will be getting its first new Quaker meetinghouse in 80 years. Members of Chestnut Hill Friends Meeting (CHFM) have outgrown their current meetinghouse, and want to create a new one that better reflects eco-friendly Quaker values. The new meetinghouse also promises to be a place of tranquility and beauty for everyone across Northwest Philadelphia, regardless of religious affiliation.

The new meetinghouse is intended as a multi-purpose building for Quakers and non-Quakers. Signe Wilkinson, co-chair of fundraising for CHFM, says the building will fulfill all spiritual purposes, but will be suitable for so much more. "It will be a place of contemplation and reflection and peace" for everyone, imagines Wilkinson. Wilkinson also foresees humanitarian uses for the building, which include caring for Nepalese refugees and working with the Northwest Interfaith Hospitality Network to care for the homeless.

The new location will be "a football field and a half" away from the current meetinghouse, according to Wilkinson. It will be constructed behind Mermaid Lane in an oft-ignored part of the Wissahickon Valley by Cresheim Valley Drive. One reason why the Friends decided to build here is because it is convenient to mass transit, vehicles, and pedestrians along Germantown Ave. Also, it is beside a proposed bicycle trail along Cresheim Valley Drive.

Members of CHFM are especially proud of the art installation that will be built within their meetinghouse. They’ve sought out James Turrell, a fellow Quaker, to create a Skyspace light installation, which will allow skylight to illuminate the meeting space. Wilkinson says her brethren was inspired by a similar Turrell Skyspace in Houston, Texas. Realizing that the Skyspace allowed Houstonians to better contemplate, CHFM got to know Turrell about seven years ago.

The Friends are also seeking to hold true to environmentally-friendly tenets of Quakerism with the new meetinghouse. Wilkinson says that they’re striving to conform to LEED Platinum standards, although they don’t actually have the resources to apply for LEED certification. To do this, members are hoping to recycle the asphalt left over from when the site was a quarry. They’re also considering installing solar panels, although that is dependent on how much money they raise.

The funds for construction of the new building have mostly been raised, although supporters estimate that they still need to come up with the remaining 10 percent of the cost. Wilkinson says that members of the meetinghouse have donated during meetings, and neighbors and fans of Turrell have also given munificently. In addition, CHFM was awarded a National Endowment for the Arts grant for the new space. The first shovel is expected to hit dirt in March 2012, while the completion date is forecast for July 2013.

From housedresses to seafood to lamps, Chestnut Hill sees a rash of new business development

After seeing a good deal of businesses close, and an influx of banks open, it looks like the Chestnut Hill section of the city is back on the road to retail and dining diversity. In fact, a number of new businesses have opened along Germantown Ave. so far this year, with many more planned. It even looks like the crown jewel at the top of the Hill, the former Borders Books, might soon open a new chapter.

Eileen Reilly, the Chestnut Hill Business Association's retail recruiter, is pumped to talk about the new businesses opening along the avenue. Earth, an eclectic store that sells garden-infused jewelry, candles, and even garden supplies tilled the soil when it opened in March. The owner of Earth, Doug Reinke, proceeded to open Linen, a bedding, bath and baby supply store in May. Not satisfied, Reinke opened a rug and lighting store called "Room Service" earlier this month, a few blocks away from the other two stores.

Reilly also boasts about a couple of "pop-up" stores that will set up shop at the old Magarity Ford dealership in time for the holiday season. One such store is Fete Noel, which is a one-of-a-kind store that vends everything from antique furniture, to toys, to prestigious jewelry, to photography. This "pop-up" store will be open for six days, beginning on Nov. 10th. Another "pop-up" store is Bali to Bala, which returns after an ultra successful debut in Chestnut Hill last year. Bali to Bala features Indonesian arts and crafts, and aims to spread awareness about Indonesian culture.

Yet, according to Reilly the list of stores and restaurants slated to open in Chestnut Hill in the next few months is even more comprehensive. The Iron Hill Brewery is currently being built where clothing stores used to be, with Reilly saying it will open right before New Year's Eve. With this in mind, the big story in Chestnut Hill will continue to be the local independent stores that are opening. A woman's apparel store called Indigo Schuy is expected to open within the next few months, while a locally themed fine dining establishment called Heirloom will begin serving up duck, seafood, and other items.

What many are anxiously looking at is the old Border's Books site at the intersection of Germantown Ave. and Bethlehem Pike. Reilly reveals that a deal is close to being reached between the seller and a client of this parcel, and that it will have an institutional use. Greg Welsh, the owner of the Chestnut Grill and a loud voice on the Business Association, went a step further and said the building will soon become a childcare center for Children of America.

For residents, shoppers, and diners in Chestnut Hill, this new flurry of business openings is surely welcome news. This is remarkable because of the lower sales tax in the surrounding suburbs. "Even though the climate is tough, the energy has changed," says Eileen Reilly. "We're on entrepreneurs brainwaves." While main streets across the region are still mired in a recession, Chestnut Hill's main street seems to have emerged from it.

Still hope for City Council passage of zoning code re-write by year's end

Philadelphia’s Zoning Code Commission unveiled a new timeline that they hope will lead to a modernized zoning code during a six-hour public hearing in front of City Council. The public certainly got to weigh in, as 40 different people signed up to testify, split into thirteen panels of three or more people at a time.

The barrage of public comment not withstanding, the Zoning Code Commission (ZCC) announced its strong desire to pass a new zoning code in City Council by the end of the year. Perhaps no one is more eager to see a new zoning code before the year’s end than Eva Gladstein, the Executive Director of the ZCC. Gladstein is cautiously optimistic about the odds of success. "A number of members of City Council expressed their interest in passing a new zoning code before the end of the year, and we believe that while the timeline is tight, it is achievable," says Gladstein.

From the look and sound of the hearing, City Council members and public testifiers -- including community group leaders, developers, and environmentalists -- support most parts of the zoning code update. However, there are a few sticking points among City Council and the public that might impede the ZCC deadline.

Councilman Bill Green, who many believe may run for mayor some time in the next decade, has raised many of the questions and concerns on City Council. He clarified his concerns by releasing a set of 10 amendments that he feels are necessary for the proposed zoning code re-write. At the hearing, Green complained that his office had not received a revisable copy of the zoning code proposal. Both Gladstein and Alan Greenberger, Acting Deputy Mayor for Planning and Economic Development and a member of the ZCC, claimed they did send the document. 

One of Green’s concerns is that the proposed zoning code does not adequately restrict potentially harmful industry from going into residential neighborhoods. Some of the community groups present seemed to agree with this, as well as other aspects of Green’s amendments. Another complaint, voiced by the East Falls Community Council, was that there was insufficient, albeit improved, participation from community groups in the re-write.

With this in mind, the politicians and the public seemed ready to proceed with an improved zoning code. Speaker after speaker seemed to delight in commending the ZCC for its hard work in drafting sorely needed zoning reform. Even hesitant City Council members, like Green and Brian O’Neill, acknowledged that the zoning code needed to be modernized. Thus, it's not if, but when the zoning code reform will pass. Many hope it will be by year’s end, but that’s not a guarantee.

Germantown Regional Rail station finally treated to historic preservation

Thanks to the enthusiasm and financial support of West Central Germantown residents, commuters using the Tulpehocken Station can now feel the decades fly backwards as they wait for their train. That's because SEPTA finished the historical renovation of Tulpehocken Station, on the Chestnut Hill West Regional Rail line this summer.

With this in mind, it was not an easy process. From 1978 until recent years, SEPTA constantly told community groups that there was not enough money to repair the station. "From 1978 and on, the building was basically abandoned," says Jeffrey Smith, a man on a mission to preserve Germantown's history. In 1982, SEPTA even tried to demolish the building, although neighbors succeeded in thwarting that.

However, things began to look up in 2007, when the West Central Germantown Neighbors established a committee to salvage the building. This spurred the National Trust for Historical Preservation to come up with a grant to rehabilitate the station. The problem was the grant required a local match. However, "I raised $5,500 from neighbors and apartment owners," says a very proud Smith.

The final step that put the wheels to the rail of the Tulpehocken preservation was SEPTA's federal stimulus funds, of which SEPTA allocated $700,000 to the dated station. This enabled SEPTA to install 2 heavy-duty plywood floors using 60 percent of the structure's existing lumber, according to Smith. In addition, the station received a brand new roof. At this point, "the building was restored to historic standards," boasted Smith, who cited the station shell's approval by the Philadelphia Historical Commission.

With this long fought preservation, Smith is not quite satisfied. After all, it is hard for the man who bought the rights to Germantown's famed historic logo to rest on his laurels. "I'm trying to get a lease from SEPTA to make the building commercially viable," said Smith. Smith hastened to add that SEPTA has been a supportive partner throughout the recent process, pointing out the meetings he had with top SEPTA officials.

New ordinance increases transparency in the city's process of transferring public park land

When Microsoft's $63 million School of the Future opened in Philadelphia's Fairmount Park in September 2006, expectations among area parents--some of whom nearly battled in order to secure a spot for their children--couldn't have possibly been higher. But by the time that first class of students was preparing to graduate, attitudes surrounding the school--which didn't require textbooks, and where many of the core subjects required for university admission weren't offered--had shifted considerably.

Today, many of the school's educational kinks have been duly worked out. But if such a project was proposed within the city today--that is, if a public development project was proposed to take place within Philadelphia's public park land--the eventual outcome would almost certainly be different. That's because on April 15, Mayor Michael Nutter signed an ordinance to amend the approval process that takes place when the city's public park land is transferred to some sort of non-park use, as was the case with the Microsoft high school.

"It's an effort that's really been spearheaded by the Parks and Recreation Commission," explains Patrick Morgan, who works underneath Commissioner Mike DiBerardinis. "What it does," he says, "is it establishes a process that's predictable and transparent for all the parties: for City Council, for citizens, and for the (Parks and Recreation) Commission."

And while there aren't currently any plans in place to change usage of city parkland, this new ordinance, which is set to take effect with the change of the fiscal year (July 1), will set in motion that new process of transparency.

"Right now, all (city) parkland is being used for its intended purpose," says Morgan. "But if someone proposes changing the use for whatever reason, then this process kicks in."

Two new commercial developments coming to Germantown Avenue in Mt. Airy

"If you were to walk down Germantown Avenue between Mt. Pleasant Street and Allens Lane, you'll see a thriving downtown area," says Anuj Gupta, the executive director of Mt. Airy USA, a community development organization. Gupta was hired to lead the group last November, and as he explains it, one of his major goals is to capture the explosive growth taking place along Germantown Avenue's northern stretch ("that energy, that momentum," he says), and to push it further south.

The process of creating new commercial life, of course, is no small feat. But Gupta and his colleagues recently learned that they've been given a considerable head start in the form of a Community Development Block Grant. Mt. Airy USA was awarded $249,600, all of which has been earmarked for a city-sponsored project known as the Mixed-Use Development Pilot Program. The funds will be used to rehabilitate two small and dilapidated Germantown Avenue buildings--one on the 6500 block and another on the 6600 block--into commercial spaces with affordable apartments on top.

Gupta's hope is that by properly repairing and then leasing the two spaces, which are both located just south of the booming strip in Mt. Airy, community revitalization will continue its forward march south along the avenue. And while he does have other neighborhood-improvement plans in place--talks are underway to start an outdoor summer movie series, for instance--Gupta ultimately hopes the upcoming projects will help "ignite the next resurgence of Germantown Avenue" by enticing private investors to seriously consider the underutilized and less trendy stretches of the street.

"Small business owners are climbing on top of one another to try and get in there," Gupta says, referring to the stretch of the avenue between Mt. Pleasant Street and Allens Lane. "And we want to try and get to the same tipping point further south."

Main Street Market brings the corner grocery feel to Manayunk

With multiple local train stops, boutiques, restaurants and entertainment all within walking distance, Manayunk seems to have everything a walk-happy city resident could want. So why does it seem everyone in this Northwest Philadelphia nightlife destination drives? Turns out, the neighborhood was missing one important necessity: a nearby grocery store. This week marked the opening of Main Street Market, a full-service corner grocery providing 'Yunkers access to local coffee, meats and cheeses, and more upscale products than you are likely to find at your average city bodega. Owner Rob Nydick says his inventory walks a fine line.

"We realize there is a very wide demographic in Manayunk, from young professionals to people who have been living there their entire lives so we didn't want to alienate or exclude any of those demographics," says Nydick. "We do have some higher end stuff, imported products, some higher end cheeses. But we also have groceries and staple items. We didn't want to pigeonhole ourselves as being a gourmet shop or a quick stop, we wanted to be as well-rounded as possible."

Nydick and business partner Richard Rivera are no stranger to food sales in Manayunk. The pair own Belvedere Restaurant Group, the company responsible for Terrace Tap Room, Agiato and Agiato Bread Company, all in the Manayunk area. Like many Manayunk properties, the building at 4345 Main Street used to be a retail store. Now, the L-shaped space utilizes two entrances and bifurcates the deli counter from the dry goods, creating an easy flow for foot traffic.

"The building allows us to have entrances on two streets, which gives us great visibility," says Nydick. "There aren't many buildings on Main Street that are that size and that shape so it was a really good fit for us."

SEPTA receives $6.4M in federal grants to develop transit asset management system

Pennsylvania Senator Bob Casey announced last Tuesday that Pennsylvania would receive $47 million in federal transit and infrastructure grants as part of the Federal Transit Administration's State of Good Repair program. As SEPTA updated its hybrid bus fleet two years ago, the lion's share of the funding went to Pittsburgh's Allegheny County Port Authority for a clean diesel fleet of their own. But SEPTA didn't come away empty handed, receiving $8.1 million for two infrastructure improvements a long time coming.

The first grant will revamp SEPTA's Parkside Bus Loop, helping reconnect this West Philly neighborhood. But the second, more universal improvement will aid in future upgrades. Using $6.4 million, SEPTA will install an asset management system to aid in record-keeping as many of Philadelphia's transit assets come up for repairs.

"A lot of our infrastructure dates back to the early 1900's and were taken over from other private companies," says SEPTA CFO Richard Burnfield. "What the FTA was trying to focus on is knowing what you have out there in the field before you can make an assessment as to what your overall needs are, coming up with a plan for when things should be replaced."

The system will help SEPTA keep better records so when funding is available, the authority can make a more organized, more compelling case for further federal dollars as the fleet is upgraded.

"Right now, we do a very good job of managing our assets so while the records are not as computerized as we'd like them to be, we have so much knowledge within our engineering staff that I feel we make excellent decisions," says Burnfield. "But I think this will help us going forward so we can do a second check on things as our staff reaches retirement."

Fairmount Park Art Association unveils new labor monument in Elmwood Park

When Levi Strauss created his first work pants for Gold Rush workers in 1873, he fastened his stitches and buttonholes with hard, brass buttons and rivets for strength. Ever since, these brass denim appendages have symbolized the toughness of the American worker. So when the Fairmount Park Art Association approached Irish artist John Kindness to create a monument to Philadelphia's role in U.S. labor rights history, Kindness created seven brass work button tables, each representing a famous moment in Philadelphia labor history.

The monument, unveiled at Elmwood Park in Southwest Philadelphia last Friday, is part of a city-wide movement called New Landmarks, an effort to involve local citizens in the process of creating public art projects. When asked at various community meetings what sort of piece would best represent the Elmwood Park neighborhood, the vastly blue-collar Southwest Philadelphia neighborhood asked for a monument to the working man, to celebrate the history and the sacrifice of labor unions in the U.S.

"In Elmwood Park, they were very clear that they wanted to honor the working class because this particular park had actually been created for workers in industry because Westinghouse and General Electric and Hog Island Shipyard were all right there," says FPAA Executive Director Penny Balkin Bach. 

Each button table was molded out of brass and made to honor a famous event in history. Working with the Friends of Elmwood Park, Kindness, the son of a Belfast shipyard worker, created each table to be not only an urban history lesson but to make the park a gathering place for working people once again.

"These tables call attention to issues that are still going on today around the United States and across the world," says Balkin Bach. "It really calls attention to the really groundbreaking work and the debt that we all have to unions over the course of these many years."

Amtrak stops at 30th Street Station to announce high-speed rail plan

In science fiction novels and books about the future, a few technologies are boilerplate: flying cars, meals in pill form and the ability to teleport instantly from place to place. National commuter rail company Amtrak took another step toward teleportation on Tuesday with its announcement of a high-speed rail vision plan. In Tuesday's news conference from University City's 30th Street Station, with Governor Ed Rendell on hand, Amtrak officials laid out their goal to create a line with average speeds well over 130 mph, saving passengers between one and two hours on average.

"Amtrak is putting forward a bold vision of a realistic and attainable future that can revolutionize transportation, travel patterns and economic development in the Northeast for generations," says Amtrak President and CEO Joseph Boardman.

The plan, entitled A Vision for High-Speed Rail in the Northeast Corridor, proposes a full build-out to be completed by 2040. Its construction, Amtrak says, would create more than 40,000 full-time jobs annually over a 25-year period, building new track, tunnels, bridges, stations, and other infrastructure. Predictably, the cost for such a project is high, $4.7 billion annually over 25 years. But Amtrak's feasibility studies peg the Northeast as a "mega-region" capable of drawing the type of rail traffic to make such an investment profitable. And with some premier legislative voices like New Jersey's Frank Lautenberg and Massachusetts' John Kerry already voicing their support, we may be teleporting out of 30th Street Station sooner than we think.

"Amtrak's High Speed Rail plan will create jobs, cut pollution and help us move towards a modern and reliable transportation system network in the Northeast," said Kerry in a recent statement. "As countries around the world continue to build out their transportation systems, we
cannot afford to fall further behind. This is an important down payment on the massive commitment necessary to bridge our infrastructure gap."
