Fast Forward Philly is almost seven minutes in heaven

As part of the annual DesignPhiladelphia festival last Wednesday at the Center for Architecture, 11 presenters from different creative backgrounds fast forwarded through 20 slides at 20 seconds each (that’s a quick 6 minutes, 40 seconds) to answer a question that is typically reserved for the long-winded among us: What’s next for Philly? 
 
This is what the first annual Fast Forward Philly was all about; presenters were asked to talk, quickly, about their big ideas for the future of the City. And they were asked to do it fast in an effort to keep interest high and energy levels higher. 
 
Ideas were incredibly diverse; anything from ‘Silicon Philly! City of Innovation & Opportunity’ to ‘Making a Gardenpark in the City’ and ‘Promoting a "Maker" Economy’ were discussed.  But according to event organizers Kathy Lent and Erike De Veyra, enthusiasm was equally shared.  “We never had fewer than a hundred in the audience throughout the evening, and they all seemed quite engaged,” says De Veyra.  “We noticed that attendees sought out the presenters during intermissions and stayed long past the end of the official event to continue their conversations.”
 
“It was definitely successful.” exclaims Lent. “Despite the untested format and considering the number of other great DesignPhiladelphia events going on that night, the room was full the entire time.”   
 
The organizers received overwhelmingly positive feedback from both audience members and presenters.

“More than anything, they wanted to know how to find out more about the ideas brought up,” says DeVeyra.   

Michael Burlando and Alex Feldman's presentation on "Philadelphia Summer Olympics 2024" was particularly popular among attendees.

"By first looking backward at the history of greatness in Philly and then projecting forward to point out strategic locations for the integration of Olympic facilities into the city's existing fabric, the sheer novelty of the idea was a perfect fit for the event theme," explains Lent. 
 
Halee Bouchehrain's "B.Y.O.B.: Build Your Own Building" was another stand-out, providing a glimpse of cost-efficient residential construction.
 
"Halee presented an alternative approach to the standard developer model which produces over-hyped cookie-cutter apartment units," says Lent. "She introduced the audience to an idea already in practice in Europe, where individual units span the depth of a floor, allowing for multiple window exposures, and interlock with adjacent units above, below, and to the sides, creating more interesting spaces that better meet the needs of the residents than a single-story box."

Ultimately, initiating the conversation on big ideas like these was the goal of Fast Forward.  “We hoped to inspire audience members to learn, connect, and maybe make some of these ideas actually happen,” says Lent. 
 
Earlier in the year, Lent and De Veyra, both of whom are architects in training, came to the conclusion that there were far too many big ideas going unnoticed in Philadelphia.  “There is a hub of creatives in this city with different perspectives and experiences,” explains De Veyra, “and it would be fantastic if they talked more to each other.”  And so, to facilitate the conversation, Fast Forward was born. 
 
Erike and Kathy both anticipate that, since Fast Forward was so popular, it will turn into an annual event.  Next time, expect an even greater set of multidisciplinary presenters and ideas.  “By the end of the event, it was clear that nearly every presenter was either an architect or trained in architecture,” remarks Lent, who says that was an unintended consequence.  For next year, she says their goal is to “attract many diverse perspectives on ‘What’s Next for Philly?’”
 
By appealing to a wider cross-section of forward-thinking Philadelphians, De Veyra and Lent believe this will help differentiate Fast Forward as a forum for up-and-coming doers and thinkers to pitch their vision for the future of the city.  “The world is always changing and needs new, fresh ideas,” says De Veyra. “This is one place we hope to continue sharing that energy and enthusiasm.”

Soak It Up! Philadelphia Water Department's design initiative to create next wave of green projects

The Philadelphia Water Department is once again raising the bar with their green infrastructure/sustainability initiatives, this time partnering with the US Environmental Protection Agency and Community Design Collaborative with the launch of Infill Philadelphia: Soak It Up!—a design initiative to increase awareness on how green stormwater infrastructure can revitalize urban areas.

Green stormwater infrastructure has been receiving a lot of attention in Philly in recent years – it is the key strategy behind Green City, Clean Waters, the city's nationally renowned and environmentally sustainable plan to improve the region’s waterways.

“As we evolve Philadelphia into America's most sustainable and green city, the opportunities ahead will be limited only by the confines of our imaginations and the extent of our determination,” says Howard Neukrug, Commissioner of the Philadelphia Water Department.

Seeing Philly as an early adopter of green stormwater infrastructure programs on large scales, the EPA decided to partner with the Water Department on Soak It Up! to encourage and assist the City in their ongoing efforts to improve water quality and sustainability.    

Infill Philadelphia: Soak It Up! is an offshoot of Infill Philadelphia, a program created by the Community Design Collaborative to help urban areas re-envision their neighborhoods and address specific concerns unique to urban places.   

Soak It Up! feeds off that program, and will host exhibitions, talks, design charrettes and a national competition to explore the vast potential of green infrastructure tools—rain gardens, green roofs, rain barrels and more—and figure out how they can enhance Philly's built, economic and social environment.

Currently, an exhibition of over 40 projects from Philadelphia and other cities including Cleveland, Detroit and Pittsburgh is on display through Oct. 19 at the Philadelphia Center for Architecture, at 1218 Arch Street.  The exhibition provides a sampling of smart, innovative green stormwater project ideas, ranging from simple and small to visionary and large.  The exhibition is open to the public from 10 a.m.-6 p.m. Mondays through Saturdays and noon – 5 p.m. on Sundays.   

The exhibition and the other programs currently ongoing are cumulatively aiming to bring together city leaders, designers and community stakeholders and give them the platform to discuss how they can put green infrastructure best practices to work locally.  

“In our work, we’ve already seen how designing with green stormwater infrastructure can transform a park, a block, or even an entire neighborhood,” says Beth Miller, executive director of the Community Design Collaborative. “Infill Philadelphia: Soak it Up! will help produce greater awareness, advocacy, and collaboration around green tools—and the next wave of green projects in the city.”

Which transit stops need improved bicycle parking, amenities? Decide for yourself

In the coming years, increased bicycle connections, amenities and parking will be coming to transit stops across the Greater Philadelphia Region.  If the Bicycle Coalition of Greater Philadelphia has its way, which stops get what will be entirely up to you, the avid cyclist or bicycle enthusiast, to help SEPTA, PATCO, and NJ Transit prioritize their finite resources.

Thanks to Open Plans, the Bicycle Coalition recently created a crowdsource map that asks the general public to recommend which transit stops across Philly need better bike facilities.

The goal is noble: encourage people to bike to transit, park their bike, and then continue onto their final commuting destination.  The method is simple: visit this map and offer your opinion on which transit stops need better bike facilities.  The feedback is critical: the more data the map receives, the more accurate the results will be and the more likely commuters will utilize the new amenities.

The crowdsource map is part of a larger, more regional effort to increase trails to transit commuting.  According to Sarah Stuart, the Policy Director with the Bicycle Coalition, the group has been talking with SEPTA for some time about improving bike facilities at transit stops.  “This has been an ongoing conversation,” says Stuart, “but the challenges have been figuring out where to implement the improvements and how to better connect people to them.” 

With these unanswered questions lingering, SEPTA began collaborating with the Delaware Valley Regional Planning Commission (DVRPC) to conduct a ‘Trails to Transit’ study.  Stuart says once this partnership was forged, the Coalition put the two groups in contact with Open Plans, a group she was familiar with through their successful bike share crowdsource maps. 

“I was familiar with Open Plans’ crowdsourcing efforts around bike sharing locations in Philly and New York and thought a similar effort could be conducted for the ‘Trails to Transit’ study.”

Stuart says DVPRC was on board with the idea, but asked that PATCO and NJ Transit be included in the effort.  Stuart agreed, Open Plans signed on, and the map was born.  Collaboration at its finest. 

From here, Stuart says the DVRPC will gather the map’s data, analyze it, and add it to a number of contributing factors to determine which transit stops receive bicycle parking and where trails/bike lane gaps can be filled.  This will then inform the three transit agencies about how to allocate their resources in implementing transit stop amenities. 

Stuart also sees broader implications for the Coalition as well.  “Through all of this data, something we will also have access to, the Coalition will gain a better understanding on how to better advocate for improved bicycle infrastructure for quite some time.” 

The map will be up until Dec. 1, 2012 so be sure to visit the map and advocate for better bicycle infrastructure where you see fit.

Bloc 23: An inspired mixed-use design for Graduate Hospital with community in mind

Last week, the ZBA gave final approval to a new development in Graduate Hospital, something folks have become accustomed to in the booming neighborhood immediately south of Rittenhouse Square. But Bloc 23, now set to break ground in early 2013, isn’t your standard G-Ho development. It is receiving overwhelming community support and being heralded as innovative, ambitious and even wonderful. Why the excitement?

The answer lies in its obvious suck-up (in a good way) to the community it will soon reside in.  Designed by local firm Campbell Thomas Architects and Stephen Nebel of Berlin-based LABhaus, the 5-story mixed-use building aims to please.  Bloc 23, which is located at the critical intersection of Grays Ferry and Bainbridge, just across from the controversial Toll Brothers residential development, will bring increased retail services, housing choices for a wide range of residents and top quality design.      

The building’s retail component, 10,000 square feet in all, will increase residents’ access to neighborhood amenities.  Jacqueline Balin of Fameco Real Estate is handling the commercial leasing for the new space and sees a huge demand for increased retail services in Graduate Hospital.  “We’re at a tipping point where demand now exceeds supply,” explains Balin, “the second- and third-generation spaces along South Street are mostly utilized and what the area now needs is bigger, more flexible spaces to accommodate large (restaurants) and retailers.”

Developer Stephen Rodriguez, who lives a few blocks away from the site, agrees with Balin’s sentiment.  “Graduate Hospital is one of the only neighborhoods that doesn’t actively take advantage of their 5-point intersections,’ says Rodriguez.  “This development can jumpstart a small ‘urban village’ along Grays Ferry, full of restaurants and retail services for residents to enjoy.” 

To that effort, Rodriguez has indicated outdoor seating is planned for the retail spaces, with the idea of creating a more cohesive public realm in the area.

Increasing housing diversity and choice for potential homebuyers is another Bloc 23 feat.  “We wanted to appeal to a wide range of homebuyers,” says Rodriguez, who plans to move his family into one of the 24 condos once complete.  “The 600 square foot units appeal to young professionals or Penn students while the 2,600 square foot units can be a townhouse alternative for families.”  Bedroom sizes also vary; anything from 1-4 bedroom units can be found in Bloc 23. 

Future residents will enjoy the many high design features that will come with their new digs.  Private and shared terraces, a green roof and underground parking truly are a few of the many amenities the developer has planned for Bloc 23.  To top it off, the structure’s modular construction status makes it on the front lines of green technology and sustainable development.  

Rodriguez believes that if all goes according to plan, Bloc 23 will be completed in fall of next year.  From there, he hopes to start on the project’s second phase, at 611-615 S. 24th Street.  Rodriguez and Balin have indicated phase two will feature similar community minded features as well.

ANALYSIS: Philly leads in some areas of infrastructure improvement, falters in others

At 21st and Bainbridge in Graduate Hospital, a sinkhole now sits where a water main break occurred over two weeks ago, revealing an impressive array of underground utility layers, yet representing unfortunate issues with Philly’s aging water pipes.  Adding insult to injury, four more water main breaks have since occurred across Philly, leaving many to wonder just how serious the City’s aging infrastructure problems are. 

When disruptions like this occur, they act as a wakeup call to the importance of sound water utilities in our day-to-day lives.  And on a broader scale, they showcase the need for collective investment in our city’s infrastructure to ensure high quality of life for residents and competitiveness in a modern economy.  In this regard, Philly leads the way on a number of fronts yet falters in others. 
 
It Happens: Water Mains Break
 
Wondering why water main’s break to begin with?  Blame the hot temperatures, says Joanne Dahme, Philadelphia Water Department's (PWD) general manager of public affairs.  “For larger pipes, such as transmission mains, it’s the warmer water temperatures inside the pipe that causes the pipe materials to expand. Couple this with higher water usage in the summer and we see additional stress on the pipe,” she explains.  This summer’s particularly hot weather is the likely culprit for the additional stress on the mains. 
 
But main breaks in Philly can also be explained by the infrastructure’s age: being one of America’s oldest and earliest developed cities, the condition and efficiency of its infrastructure requires constant attention and maintenance.  According to Dahme, the average age of water lines in Philly is 67 years old, with typical life expectancies of 100-120 years.  Some pipes in and around Center City date back to as early as 1824.  The age factor, coupled with the sheer amount of water mains in the City (over 6,000 miles of water, sewer, and stormwater pipes mains exist in Philadelphia proper) and you’re going to see water mains break.  It’s science.
 
Something needs to be done
 
For years now Philly has recognized the need to upgrade its aging utilities for a number of reasons beyond the recent wave of water main breaks.  On a national scale, as populations continues to urbanize, water utilities have been faced with new environmental, demographic, and financial challenges.  As these trends accelerate, at stake are safe and affordable water supplies; proper storm and wastewater treatment; flood protection; and clean rivers and streams.  From a stormwater mitigation perspective, Philadelphia already has done quite a lot.   
  
A Local Example has Become National Model for Improving Infrastructure

In recent history, the Philadelphia region was at a major crossroads: in sight of degraded waterways and under very real budget constraints to do much about it, the City then faced potentially budget-crippling mandates from state and federal governments to upgrade and improve its old sewer systems.  Enter the Green City, Clean Waters initiative, Philadelphia's 25-year plan to protect and enhance watersheds by managing stormwater with green infrastructure.

Instead of building its way out of the problem through the construction of costly underground infrastructure and utilities, through the Green City, Clean Waters initiative, the City used the mandate as an opportunity to plan for and implement innovative ‘green’ techniques on a citywide scale.  The way the City saw it, greening strategies invests public monies in a much smarter way and stands to benefit residents through increased open space, all the while meeting ecological restoration mandates. 
 
Through a fleet of watershed planning initiatives, natural habitat restoration, greening out those pesky grayfields, and the largest Green Stormwater Infrastructure Program this country has seen, Philly has been fighting the good fight for a more sustainable future, saving billions in the process.
 
To date, all of the planning has turned into tangible results: over 200 improvements have been implemented across the City, ranging from stormwater tree trenches, porous paving projects, green roofs, wetlands, rain gardens, and a host of other green improvements.  All of these tools do two things: meets federal mandates through reducing runoff volume and filter pollutants before entering the combined sewers and helps solve the city’s aging infrastructure by reducing strain on the system.    

Nationally, Green City, Clean Waters has been lauded for its vision and action-oriented progress.  The fight has become a national model for how cities can use these policies to combat budget and environmental constraints.  Locally, it is a reminder that investing in infrastructure is a must but that it doesn’t have to break the bank and can be completed in smart, innovative ways.

Similar Thinking Needed on Water Mains

PWD has recently started using a new technology for leak detection on its larger system pipes, and plans on expanding this program in the future.  This joins extensive leak detection and quality protection measures already in place to ensure a high level of service while minimizing the amount of main breaks. 

And despite the recent outbreak, Dahme suggests that PWD’s efforts are working.  “In the past year (July 1, 2011 to June 30, 2012), Philadelphia experienced its third lowest number of main breaks,” she notes.  On top of this, Dahme says the city is well below the national average for main breaks.  “There are roughly 240 breaks per 1,000 miles of water main pipe in the city.  The national average from the American Water Works Association is 270 water main breaks per 1,000 miles of pipe.” 

But as the sinkhole at 21st and Bainbridge continues to fester, it acts as a reminder that we must collectively invest in our public utilities now, or risk pushing more expensive fixes onto future generations of Philadelphians.  Considering that current demographic trends point towards the City adding population over the coming years, causing increased strain on water mains- the time to invest is now.  Dahme believes that to do otherwise could be catastrophic to the budget, ratepayers, and the City’s ability to properly function in a modern economy. “The more infrastructure dollars we have - through rates or federal grants - the more we can positively impact our future.”

Rhodes-USGE collaboration indicative of EEB Hub's potential in energy efficiency, job creation

If the Philadelphia region undertakes efforts to improve energy efficiency in buildings, $618 million in local spending would be spurred and 23,500 jobs would be created.   This according to Christine Knapp of the Energy Efficient Buildings (EEB) Hub in the Navy Yard, who believes the strategies and programs they are currently conducting could have a transformative effect on Greater Philadelphia's economy. 

The EEB Hub was established in Philadelphia by the U.S. Department of Energy (DOE) with a $129 million grant as an Energy-Regional Innovation Cluster in early 2011 with a mission of improving energy efficiency in buildings and promoting regional economic growth.  According to Knapp, the creation of the government-led Hub was necessary because the building systems market simply has not been improving in efficiency standards on its own.  And considering the building sector accounts for 40% of total U.S. prime energy expended and 70% of all U.S. electric energy used, improving building efficiency standards is seen as a must by the DOE.
     
But landing the Hub was not an easy task and took numerous stakeholders and a lot of coordination to put together the winning proposal.  “A consortium of academic institutions, industry partners and economic development groups, led by Penn State, submitted a proposal to house the Hub at the Navy Yard in Philadelphia, which was ultimately the winning proposal,” explains Knapp.  She also believes locating the Hub at the Navy Yard was a key factor to the proposal’s success, since the land is seen as one of the nation’s largest and most dynamic retrofit and redevelopment opportunities.    

The Hub is made up of research teams who are a rather ambitious bunch.  According to Knapp, their main, and seemingly lofty goal is to reduce energy use in the Greater Philadelphia commercial building sector by 20 percent by 2020, an undertaking that will create thousands of jobs for Philly. 

The Hub is already leading by example with two demonstration projects.  Building 101 in the Navy Yard serves as a testing site for energy research, where data is collected and assessments are made of the impact of building energy technologies and systems on energy use.  Then there’s the advanced energy retrofit living laboratory in Building 661 of the Navy Yard. Once renovated, the building will host EEB’s headquarters and serve as an example for future advanced energy retrofit projects in the region.

There is already evidence that EEB’s efforts are already yielding real jobs.  Relationships made between EEB and a local manufacturing business, Rhoads Industries, and their desire to retrofit the company’s Navy Yard buildings caught the attention of US Green Energy (USGE), a Virginia-based startup company that is manufacturing new types of solar roofs. 

Through a series of meetings about Rhoads' roof needs, USGE eventually agreed to open manufacturing space of their own in the Navy Yard, bringing an estimated 20 new jobs to the region.  USGE has since indicated that they have contracted for further technical work on their product and are actively pursuing research funding for more work.

With benchmarked results in tow, EEB plans an all-out assault on the local building industry to promote what they are doing to get the word out about building efficiency.  According to Knapp, this has started with identifying the necessary parties involved to move the conversation forward.  “The EEB Hub is engaging key stakeholders- from building owners, to retrofit suppliers to workforce trainers and policy makers- in the retrofit decision process to serve as an informational, motivational, and practical resource for the various constituencies that will help carry our vision forward.”

Already well underway, expect a variety of workshops, seminars, presentations, and webinars to continue for the next few years.  From these efforts, the EEB Hub can successfully develop market-ready technologies, information, and people needed in the marketplace to drive energy retrofits forward, create demand, and deliver on energy savings.  And if the success behind the Rhoads-USGE collaboration is any indication, expect EEB's efforts to more than deliver on job creation over the next 10-20 years.

How Philadelphia 2035 district plans are prioritizing smart growth initiatives

Philadelphia 2035, Philly’s citywide comprehensive plan, is in the midst of a two-stage process that will dramatically change the City’s physical and political landscape for years to come.  The broad-brush Citywide Vision portion of the Plan was adopted in 2011 and over the next several years, 18 district plans will be administered, applying the Citywide Vision objectives on local levels.  
 
And with the recent completion of a number of district plans, themes are emerging and priorities are becoming clear, notably that Philly wants smart growth policies and transit-oriented development implemented in their neighborhoods.  This is particularly important considering these early district plans are setting the bar for which all others will be measured. 
 
The Lower South District Plan was recently completed, covering the far southern reaches of Philly and including notable destinations such as the stadiums/arenas, the Navy Yard, and FDR Park.  Like all district plans, The Lower South District Plan touches on nine planning elements of neighborhoods, economic development, land management, transportation, utilities, open space, environmental resources, historic preservation, and the public realm.  But its main goal is to create policy for future land use plans, hone in on planning focus areas, and make Capital Program recommendations.
 
One of the most exciting policy recommendations is to create transit-oriented development (TOD) around the Broad Street subway line on land currently occupied by swaths of auto-oriented development (parking lots) that support sports stadiums and arenas. TOD is seen as a critical neighborhood typology that responds to rapid transit access, such as a subway. Typically, densities are heightened, parking requirements relaxed, and walkability measures promoted to maximize public investment in transit and create great neighborhoods. Philly does well on these measures in Center City but lacks similar, modern, TOD on a neighborhood level.

Another district plan is in the last legs of its planning process.  Although geographically dissimilar to the Lower South, the Lower Northeast Plan also features key recommendations for creating TOD and enhancing public space around that area’s transit access points.  Just like in the Lower South District, Lower Northeast residents see their transit assets, like the Frankford Transportation Center, as an important figure in building neighborhoods of tomorrow, explaining their prioritization of development around them. 
 
As part of the broad Citywide Vision, a complete zoning code overhaul was undertaken, in part to better equip the City in developing in more traditional, transit-oriented ways.  What remains to be seen is if the brand new code is actually flexible enough for real TOD to be implemented in ways the districts are clearly clamoring for.  Or will developers get mired down in variance requests as they look to implement the district’s transit visions?  Expect answers to these questions and others like them as more and more district plans come online in the years to come, wrapping up the planning process and hopefully initiating implementation of recommendations.

New Hawthorne Park builds on Philly�s open space legacy

Mayor Nutter cut the ceremonial ribbon to officially signify the opening of Hawthorne Park at 12th and Catharine Streets last Thursday (June 5). The park is the final phase to a neighborhood transformation plan that saw the demolition of the Martin Luther King Plaza housing projects in the early 1990s and the construction of a more physically connected, contextually sensitive mixed-income housing development.  The park was a critical part of the initial plan and is expected to become a vibrant social hub for the neighborhood, integrating the new housing development with the surrounding built environment.

The $2.1 million park adds almost an acre of greenspace to South Philadelphia's Hawthorne section and features high quality plantings, public art, and quality materials that ultimately makes it a welcomed addition to the Philadelphia Parks and Recreation system.  

The Park’s opening is newsworthy for a number of reasons.  First, it represents a key milestone in the Mayor’s Greenworks and Green2015 initiatives, demonstrating the city’s commitment to improving the health of residents and the vibrancy of neighborhoods.  But also, it puts money and policy prioritization towards principles in which the City was founded on.  In Philadelphia, parks and open space has always been seen as critical parts to urban neighborhoods, an ideal best showcased in the city’s storied public spaces like Rittenhouse and Washington Square.  But as the city grew and spread outward the planning and implementation of open spaces did not always follow suit, leaving large swaths of Philadelphia without equitable access to open space.  

The opening of Hawthorne Park signifies the city’s willingness to take this issue on.  Eventually, the City plans to implement vital public spaces in all Philly neighborhoods so that every resident in every neighborhood has walkable access to park space.  For a city with such a significant and storied public space legacy, nothing less should be expected.

City still encouraging homeowners to apply for proposed Homestead Exemption tax break

The City of Philadelphia's Actual Value Initiative (AVI) might be on hold until next fiscal year, but it is still banking on real estate tax relief in the form of proposed Homestead Exemption legislation. Homeowners must apply by July 31, 2012, and the only requirement for acceptance into the program is that the you must own your home and live in it. It's actually a very simple process. On July 1, says Marisa Waxman, Office of Property Assessment, Philadelphia homeowners will receive a pre-printed application, so there's no need to take action until then.

"It's a tax relief program that already exists in every other county in the Commonwealth," says Waxman, who points out that other efforts both statewide and nationwide are often far more complicated.

Age, income and length of homeownership do not figure into eligibility. Here's how it works: you will pay taxes on the value of your home minus $30,000.  For example, if a home is assessed at a value of $100,000 and there is a $30,000 Homestead Exemption,  a homeowner would only pay taxes based on $70,000 compared with the actual value of $100,000.

"The City is currently undertaking a reassessment which will value properties at their market value. For residential properties, the comparable sales method is utilized in most cases. For commercial properties, the income/expense method is utilized in most," explains Waxman. 

It does not matter if your home is worth $1 million or $80,000. You still get that flat $30,000 discount. Waxman says the greatest benefit will be for those with lower value homes. "It's the simplest program on the planet once we get it up and running."

The homestead real estate tax exclusion will be available for properties located within the City of Philadelphia when legislation is passed by the Commonwealth of Pennsylvania, and a City of Philadelphia ordinance also has to go into effect. But city officials are encouraging residents to apply now, as it can help reduce the taxable assessed value used for calculation of a tax bill by a proposed $30,000. 
 
Even if part of a primary residence is used as a home office or a rental property, a property owner may still be eligible to benefit from the Homestead Exemption for the percentage of the property that functions as the primary residence. 
Following approval, there's no need to reapply unless the deed to the home changes.

Applications received after the deadline for this year will be considered for tax year 2014. Those who are approved in this initial round will be notified in the fall of 2012, pending passage of AVI.

A better way to dispose of food waste in West Oak Lane and Point Breeze

Philadelphia’s Streets Department is teaming up with community groups in West Oak Lane and Point Breeze and a private food waste disposal company to encourage residents  to use sink disposals to get rid of food, instead of merely throwing it away. The voluntary pilot program, called "Clean Kitchen, Green Community" is another step by the Nutter administration to help fulfill its Greenworks sustainability blueprint and make the city the most environmentally-friendly in the nation.

The food disposal pilot relies on the Ogontz Ave. Redevelopment Corporation (OARC) and Diversified Community Services (DCS) to get the word out to residents in West Oak Lane and Point Breeze, respectively. This is a role that both community organizations are happy to play.

"We pride ourselves on being innovators," says John Ungar, the chief operating officer of OARC. Both Ungar and Cheryl Weiss, the executive director of DCS, say their organizations have been busy going door-to-door in the community, striving to convince residents to give the program a try.

One hundred homeowners in both Point Breeze and West Oak Lane will receive a complimentary sink food disposal system and free installation by local plumbers, says city Streets commissioner Clarena I.W. Tolson. The disposals will be provided by Wisconsin-based InSinkErator. The president emeritus of InSinkErator, Jerry Ryder, spoke at the West Oak Lane press conference and demonstration for "Clean Kitchen." 

This pilot is part of the city’s ongoing efforts to bolster its environmental sustainability. While the city has worked to address greening as it relates to stormwater run-off, recycling, and energy efficiency, this program expands the scope to include food disposal.

"We want to test an opportunity and an issue for us," says Tolson of food waste. Tolson adds that not everyone is able to compost food waste, and for those who can’t, this program serves as a sustainable means of disposal. "Clean Kitchen" is in line with the Greenworks goal of diverting up to 70 percent of city materials from landfills. 

The press demonstration, which was held at Special T’s Events in West Oak Lane, featured an InSinkErator and plenty of chicken wings and vegetables for dignitaries, guests, and members of the media to hurl down the sink. Speakers, including Mayor Nutter, Senator Evans, and InSinkErator’s Ryder all got to dispose of their food in the sink. Attendees seemed impressed by the sink disposal, even if it was a little louder than a trash can.

South Philly school, surrounding neighborhood get $400,000 grant to improve stormwater management

When it comes to sustainability, Philadelphia boasts of a first-rate stormwater management plan called "Green City, Clean Waters,” which is implemented by the Philadelphia Water Department (PWD).  Thanks to a $200,000 grant from the U.S. Environmental Protection Agency (EPA), students and staff at South Philly’s Nebinger School and residents of the adjacent community will be able to exemplify sustainable rainwater management. This grant will be coupled with a matching $200,000 grant from PWD and the Partnership for the Delaware Estuary.

The EPA hopes to make Nebinger, at 6th and Carpenter Sts., a national and international exemplar for rainwater control.  The combined $400,000 grant will go in part towards educating students about how to sustainably make use of rainwater. Lessons will be facilitated through the installation of a large rain garden, permeable play surfaces, and stormwater planters.

David Sternberg, press officer for EPA’s Region 3, which includes Philadelphia, says the PWD nominated Nebinger because of the school’s previous work with the city, the Trust for Public Land, and the Community Design Collaborative on stormwater management.

"Therefore, the partnership would not be starting from scratch, but could have something implemented for demonstration in the near future,” says Sternberg. 

Sternberg adds that Nebinger fulfills a number of other EPA prerequisites. This includes an "ongoing classroom educational laboratory” on environmental curriculum, a strong local business improvement district (the East Passyunk Business Improvement District), a stellar academic history, and a diverse collection of students, according to Sternberg. 

While the initial grant only covers the school and a few surrounding blocks, indications are it could eventually stretch much further than that. Sternberg hints that students at Nebinger might partner with pupils in Rio de Janeiro on sustainable stormwater management as part of the EPA-facilitated Joint Initiative on Urban Sustainability. This initiative brings together members of the U.S. and Brazilian government, "private, academic, and civil society sectors” that promote environmentally-friendly cities, says Sternberg.

The immediate neighborhood is poised to benefit as well. The grant will cover Passyunk Ave. between 6th and 10th Sts. The community will benefit from tree trenches and other methods that enable trees to better handle rainwater. According to Sternberg, PWD and the Partnership for the Delaware Estuary, which have been handling business outreach, have found a "significant amount of interest” from local members of the East Passyunk Business Improvement District.

No official word on when Nebinger and the neighboring streets will begin to see stormwater improvements, although a source tells us green street retrofits could begin as early as autumn. This same source says design and construction of the rain garden and other features at the school could begin in late spring of next year, although that’s not confirmed.

Delaware Valley Green Building Council's challenge gets plenty of local takers for 2013 pledge

The Delaware Valley Green Building Council (DVGBC) recognizes the potency of the region's sustainability movement in recent years, and has come out with a challenge pledge in anticipation of the 2013 Greenbuild conference, which will be held in Philadelphia. Specifically, DVGBC is looking for local businesses non-profits, and other organizations to come up with measurable sustainable goals that can be realized by 2013. 

Even though the Council’s pledge has only been circulating for a couple of months, it has attracted the participation of a number of for-profit and non-profit companies vowing to practice even more eco-friendly development. One development firm that was early and enthusiastic in signing the pledge is Brandywine Realty Trust. The Trust has promised to have 75 Energy Star-certified buildings with 900,000 sq. ft. of Leadership in Energy and Environmental Design (LEED)-certified real estate, says Heather Blakeslee, the deputy executive director of DVGBC.

Brandywine is by no means the only developer who has already made a pledge to be more sustainable through Energy Star and LEED. MaGrann Associates, which is an energy consulting and engineering company that started in Mount Laurel, has vowed to certify 1,500 LEED residences, make 5,000 additional homes Energy Star-compliant, and achieve LEED certification for commercial interiors for their Navy Yard and South Jersey offices, says Blakeslee.

DVGBC’s pledge has drawn buy-in from some small local start-ups. Two such companies are Greenable and BluPath, both of which are sustainable building and design companies. “Greenable pledges to get green building products specified and used by architects and builders in 20 new, local green building projects,” says Blakeslee. Meanwhile, BluPath has announced they will work Habitat for Humanity's local chapter to retrofit a rowhouse to the ultra-green Passive House Standard.  

The Asociacion Puertorriquenos en Marcha and the Jonathan Rose Company have jointly promised to do away with 78,840 automobile trips in a year with their Paseo Verde transit-oriented development by the Temple University Regional Rail stop, says Blakeslee. Flying Kite highlighted this development a few weeks ago. 

Also in the transportation sphere, the Valley Forge-based building materials manufacturer CertainTeed and Saint-Gobain has pledged to reduce 10,000 gallons of gas by reducing single-occupancy vehicle commutes by its employees at its Valley Forge and Blue Bell offices.

Local group lobbying to cultivate Triangle Park between Queen Village and Bella Vista

About a month ago, Flying Kite told you about a pocket park in Pennsport that was made possible through the charity of a developer. Just a few miles north and west of that is another potential community park, Triangle Park, which straddles Queen Village and Bella Vista. However, it is a decidedly different story with this park, as the Friends of Triangle Park have been unsuccessfully trying to wrestle control away from a private owner for some time. In the process, they have generated considerable political and neighborhood support for community green space.

The Philadelphia Redevelopment Authority (PRA) has extended an offer to purchase the park, but has not heard back from the owner, says Joel Palmer, head of the Friends of Triangle Park (FOTP). The main problem with the site is that it likely will need some remediation, according to the state Department of Environmental Protection (DEP). "The only fly in the ointment is what are the requirements to satisfy DEP and who is gonna (sic) foot the bill," says Palmer. The Friends have no idea how much the bill is, but know it's enough for the owner to not want to pay.

Friends of Triangle Park currently aren't sure if the developer, Stuart Schlaffman who owns Condom Kingdom and The Mood on South St., wants to try to put a building on the parcel or is willing to hand the property over to the PRA. Schlaffman was initially happy to let the Friends clean up the park. However, he has recently encapsulated the park with a security fence to keep people out. In Palmer's opinion, the owner of the property has "a better chance to catch polio" than be able to sell the property, thanks to all of the DEP's regulations.   

Palmer says there is massive support for maintaining Triangle Park as green space. He says state senator Larry Farnese, district councilman Mark Squilla, and incoming state representative Brian Sims have all vowed support for Triangle Park. In addition, countless neighbors support the community park. Palmer would know, as he's the former president of the Bella Vista Town Watch

The park is at 601 Christian St, and is named for its triangle shape between the intersection of Passyunk Ave., 6th St., and Christian St. It's on a popular block, as a new residence is being constructed across the street at 606 Christian and the popular Shot Tower Coffeehouse opened at 542 Christian a little over a year ago. The triangle used to house a gas station, hence the need for environmental remediation.

With success on the ground, Center City looks up for more office jobs, high-rise renovations

There are some richly exciting things happening with Center City residential, commercial, and transportation development, but there are also areas that beg for improvement. This was one of the takeaways from last week's panel, "The Next Cycle of Downtown Development," held by the Central Philadelphia Development Corporation (CPDC).  The program was moderated by CPDC and Center City District executive director Paul Levy, and featured executives at Liberty Property Trust, Brandywine Realty Trust, Pennsylvania Real Estate Investment Trust (PREIT), and the Parkway Corporation.

Levy delivered opening remarks that ought to have provoked optimism. These remarks served to preface the release of the Center City District's "State of Center City Report," which is expected this week. Levy defines the "Center City core" as being the neighborhoods between Vine and Pine St., while he ambitiously defines "Center City extended" as being the communities between Girard Ave. and Tasker St. Levy reports that residential prices in the "extended" Center City zone are quite healthy, with the average value being $310,446. 

The opening remarks contained more points of pride for those who live, work, take classes, shop, or play in the extended downtown. Levy saysthis area is second to only New York City in terms of the number of "cultural institutions." He adds that the hospitality sector is performing strongly in Center City, as job growth in this field "is outpacing the suburbs." Finally, Levy is ecstatic that sustainable transportation is becoming a more and more appealing alternative to driving for downtown inhabitants, as 74% of Center City "core" residents commute to work without a car.  

While the executive director's remarks accentuated the positives in both the core and extended parts of Center City, they also drew attention to the area's bleeding of high-rise office jobs. Levy says that 39% of private sector jobs in Center City are in office buildings, which is the highest percent of private sector employment. Even with population growth in Philadelphia and its suburbs, these Center City offices continue to lose jobs, even while offices in Radnor, Great Valley, and elsewhere are gaining positions.

After Levy wrapped up his report, the executives on the panel began discussing how the city can draw more office jobs. John Gattuso, the senior VP and regional director at Liberty Property Trust, hinted at a new office high-rise to be proposed within the next couple of years. He also mentioned that Three Franklin Plaza, which currently houses GlaxoSmithKline, will be undergoing a "significant" $30 million renovation, with the installation of new bathrooms and elevators, for when Glaxo moves out. This anticipates the building at 18th and Race "will be coming to market in 2014," says Gattuso.   

Joseph Coradino, president of PREIT, also imparted some nuggets of hope on the audience. While he spent considerable time talking about PREIT's suburban development, such as at the Cherry Hill Mall, he also said good things were in store for PREIT's Gallery at Market East. He said Philadelphia Media Network's move to 8th and Market coupled with the new digital sign allowance for Market East could signal a rebirth for the beleaguered strip. He expressed a desire to "activate The Gallery at the street level," which would mean opening sidewalk cafes at the mall.

New pedestrian advocacy group's agenda includes improving intersections

When it comes to sustainable transportation around Philadelphia, pedestrians have been without an active group speaking on their behalf since PhillyWalks ended about a decade ago. While bicyclists have enjoyed advocacy from the Bicycle Coalition of Greater Philadelphia and mass transit riders have been represented by the Delaware Valley Association of Rail Passengers, pedestrians have not found a similar voice recently. That is, until now. The Clean Air Council has just formed a pedestrian advocacy group, and is in the process of creating an agenda for those who travel with two feet on the pavement.

This new group, dubbed the "Pedestrian Advocacy Project," has met twice so far and has crowdsourced its agenda through the hundreds of people who are on its listserv, according to Dennis Winters, a trails associate at the Council who is leading the project. Winters says e-mail participants indicated the biggest problem facing pedestrians is that "red-green lights (are) not synced right." In other words, traffic lights around the Philadelphia area often favor motorists over pedestrians.

At the project’s second meeting, the 10 or so attendees largely agreed with the e-mail survey. They discussed intersections in Philadelphia, such as 20th and JFK Blvd., that are not as pedestrian-friendly as they believe they should be. Attendees arrived at the conclusion that pedestrian countdown signals and corresponding traffic lights should be re-timed to equalize the playing field between drivers and walkers. By the end of the evening, a committee had formed to study pedestrian countdown signals, and how they could be improved.

One prevailing question for the nascent advocacy group is whether pedestrian countdown signals themselves are to blame for diminishing the pedestrian experience, or whether bad behavior on the part of motorists is to blame. Deborah Schaaf, an employee of the City Planning Commission and a walker herself, says that police enforcement of aggressive driving had to be cut short due to lack of funds. In fact, police overtime money that was supposed to go to the "Give respect, get respect" campaign targeting vehicular, bicycle, and pedestrian infractions instead went to Occupy Philly coverage.

The Pedestrian Advocacy Project’s online members also indicated that the presence of outdoor seating and other obstructions blocking sidewalks, traffic laws not being adequately enforced, and aggressive drivers turning left were other impediments for pedestrians. Most members of the listserv attended the Academy of Natural Sciences forum "Walkability: Philadelphia Strides into the Future," which was where the pedestrian advocacy group was unveiled. Given that just about everyone in Philadelphia walks, even if it is just to get to their car or train, this group could help a lot of people.
